Union Suite 3 City Allegany State NY Zip Code 14706 Duties Description Under supervision, conduct fish population and fish habitat investigations; summarize and statistically analyze data; prepare technical reports and fisheries management plans and assist in the management and improvement of publicly valued fishery resources. The Biologist will communicate with various publics concerning fisheries management goals and objectives; review and analyze project proposals which are likely to alter fish habitat; and acquire public access for use and enjoyment of New York fishery resources.Assist in the management of fisheries resources in the most ecologically diverse Region in the state. The successful candidate will be expected to work effectively on assigned projects and also as a team member for larger Regional programs. This position is primarily responsible for inland trout assessment and management in the Region but will also participate in other fisheries assessment surveys and analysis as assigned. Typical job duties include: •Oversee and assist with fisheries assessment surveys using various sampling gears and methods including backpack electrofishing, boat electrofishing, trapnets, gill nets, and bottom trawls •Design, conduct, or assist in conducting, investigations, field surveys, angler surveys, or other actions to address additional aquatic resource needs in the Region •Regularly evaluate fishery and resource status relative to management objectives•Ensure all fisheries assessment surveys are conducted using scientifically sound methodology and supervise data collection and sample processing•Plan, coordinate, conduct, and evaluate stream habitat enhancement and fish passage projects in cooperation with partners such as Trout Unlimited and county Soil and Water Conservation Districts •Provide data in a timely manner to statewide fisheries databases using MS Access•Analyze and interpret data using statistical software such as R. Previous experience with statistical software and analysis is desirable. •Coordinate all trout stocking activities in the Region, including investigation of stocking policy changes as needed •Direct regional acquisition for the purchase of fishing easements and access •Provide technical advice to the general public, local sportsman groups, and government organizations•Review and comment on applications requiring DEC approval to prevent or minimize impacts on aquatic resources, assisting with site inspections prior to permit issuance as needed. Assist DEC staff, Law Enforcement, and Legal on violations and identifying remedial actions •Represent the Department to constituency groups, including at selected public meetings •Present fisheries assessment and research results at annual public meetings, local angler groups, and scientific audiences•Prepare technical briefs, reports, and management plans in a timely manner independently and in collaboration with other staff as required by Bureau of Fisheries policies and procedures•Participate in employee hiring and training process, and provide direct supervision, overall direction, and assignment of work to Fish and Wildlife Technicians.•Assist in the routine administrative and management procedures of the region and Bureau, including periodic reporting procedures such as time cards and expense accounts Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
