Position Overview

Lead the entire proposal generation activities between Pursue-No-Pursue (PnP) and Contract Award for all D&S Opportunities within the region. In collaboration with the rest of the capture team, produce and ensure that the executive summary, commercial, past performance, technical and management volumes that accurately reflect the proposed solution and winning strategy for bids that offers typically highly complex solutions and governance.

Duties and Responsibilities:

Lead Proposal activities for Defense and Security (D&S) by providing leadership and guidance to deliver winning proposals on time and on budgetEstablish and communicate Proposal Schedule with clear milestones and assignees to ensure on-time deliveryReview customer Request for Information (RFI) and Request for Proposals (RFP) to extract winning themes and identify CAE discriminators that will increase the probability of winDefine bid strategy to address customer requirements in the most cost-effective manner, while leveraging CAE core technologies and off the shelf productsIn collaboration with Business Development/Sales and Pricing, help define Price to Win (PTW)In collaboration with Engineering, derive Design to Cost (DTC) targets for each module / system / service and communicate the challenge to the organizationPrepare and deliver presentations to upper managementEnsure commonality, consistency, and reuse across bidsPrepare Basis of Estimate (BoE) and comparable to validate estimated costsEnsure program risks are identified, quantified, and recommend mitigation plansIn collaboration with Program Management (PM), prepare and challenge program schedulesDetermine and validate workshare allocation between CAE sites when working on joint Intercompany proposalsInterface directly and indirectly with customer to review/present/negotiate the proposal contentPeer Review of estimated costs and proposal deliverablesDefine mid to long term strategies for future bids including outsourcing, offshoring & partnership opportunitiesInvestigate tools and process changes to improve proposal accuracy & efficiencyAs a senior Bid & Proposal manager, provide mentorship and guidance to other bid managers

Required Competencies & Experience

Bachelor’s Degree in a technical domain or equivalent experience, combined with previous experience/exposure to military aircraft, naval vessels, tactical system, synthetic environment, and modelling & simulationMinimum 10 years of relevant experience in a high-tech industryPrevious experience in government proposal writingGood organizational skills and business acumenAbility to deal with ambiguity, customer focused, with excellent decision making and negotiation skillsExcellent communication and presentation skillsAbility to work under pressure with tight deadlinesResults-orientedProfessional certification APMP or PMP is an assetPrevious experience with Salesforce an assetBilingualism (French and English) is an assetEligibility to work in Canada either as a Canadian Citizen, a Permanent Resident or with a valid Work PermitBe able to hold a Canadian Security Clearance & Controlled Good Clearance
