If you live in a state bordering Minnesota, you must live within 50 miles or less from the primary work location to be eligible for telework.***_ As a Behavioral Health Data Analyst, you will generate complex data and analysis for state budget forecasts and fiscal notes for the General Assistance, Minnesota Supplemental Aid and Housing Support programs, mental health and behavioral health programs within Medical Assistance (MA), and all substance use disorder programs financed by the State’s Behavioral Health Fund. This position also coordinates the administration of statistical reporting to the federal agency on the Substance Use Disorder (SUD) Waiver within the BH Fund. This position is responsible for validation of both the administrative process to pull complex SUD treatment claims and the resulting data sets to ensure that they meet state and federal requirements. **Responsibilities include but may not be limited to:** + Serves as primary data expert to DHS staff and generates complex data necessary to modify state budget forecasts to reflect legislative and policy changes. + Develops, implements, and maintains Minnesota’s system for meeting the federal reporting requirements of the state’s SUD Waiver, so that data collection, submission of federal statistical reports, and audit requirements are timely and accurately met. + Represents the State and maintains reporting relationships with federal program staff and auditors in an honest, competent, and helpful manner to ensure that accurate data and adequate information regarding Minnesota’s SUD Waiver is communicated to federal officials. + **Serves as data expert to DHS staff and supports the State’s General Assistance (GA), Minnesota Supplemental Aid (MSA) and Housing Support budget forecasts by generating complex data necessary to modify the budget forecasts to reflect legislative and program policy changes.** + **Design and execute data analyses in response to ad hoc requests for behavioral health program data from the Division Director and staff, other DHS staff, legislative staff, academic researchers, and management and staff of counties and tribal human services.** **Minimum Qualifications** **_**To facilitate proper crediting, please ensure that your resume clearly describes your experience in the areas listed and indicates the beginning and ending month, day and year for each job held.**_** Three (3) years of experience in developing and implementing system and data collection objectives, specifications and methodologies. Experience must demonstrate: + Comprehensive knowledge of the MAXIS and/or MMIS data system (or similar eligibility system for public assistance and health care), data structure, data relationships, and processes. + Experience in computer programming languages and software tools including SQL and SAS. + Developing and implementing system and data collection objectives, specifications, and methodologies. **Preferred Qualifications** + Understanding of federal SUD Waiver data collection requirements and objectives and of federal/state regulations and policies that affect those requirements. + Experience with any of Minnesota’s Behavioral Health, MSA, GA, and Housing Support programs’ data, rules and procedures. + Knowledge of Data Privacy laws. + Comprehensive knowledge of the Minnesota Eligibility Technology System (METS). + Experience in designing, administering, and troubleshooting data models in a relational database system. + Demonstrated understanding of the roles and inter-relationships of local, state, federal, and community agencies in the administration of public programs. + Ability to translate and simply present complex information to management and non-technical staff. + Variety of experiences working effectively with others from different backgrounds and cultures. **Additional Requirements** REFERENCE/BACKGROUND CHECKS – DHS will conduct reference checks to verify job-related credentials and a criminal background check prior to appointment.
