Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a BASE SERVICES SPECIALIST (Title 32), Position Description Number D2241000 and is part of the IL 182 AW, National Guard. Responsibilities As a BASE SERVICES SPECIALIST (Title 32), GS-0301-9, you will analyze and coordinate Base Services functions in support of federal, state, and local missions. You will serve as a point-of-contact for Services-related programs, missions, functions, activities, and events for the wing and its assigned geographically separated units (GSU). Major Duties - This is NOT an all-inclusive list: Coordinate directly with Unit Deployment Manager to ensure all readiness and ancillary requirements be complete. Review ARCNet, AFTR, and other databases to verify training documentation be complete for each unit member. Submit subsistence requisitions using STORES web-based application in accordance with standards. Coordinate with Prime Vendor and DLA to correct errors or modify subsistence catalogue. Provide oversight, analysis, and review of Services training requirements to align with MTP and CFETP standards. Conduct periodic self-inspections using MICT and establish corrective action plans for compliance. Review supply and subsistence expenditures to forecast budget requirements and prepare purchase requests. Serve as QAE or COR and manage QAE program to ensure quality measures be met and tracked. Maintain five-year equipment plan and conduct market research to support financial planning. Scrutinize lodging invoices and track member accountability during lodging usage. Prepare and coordinate mortuary documentation and ensure timely updates to databases and records. Maintain continuity files and after-action reports following training or real-world events. Identify, schedule, conduct, and document training aligned with wing deployment requirements. Forecast Services formal training needs and provide financial inputs for budget planning. Develop and implement accident-prevention programs to ensure regulatory compliance. Establish follow-up mechanisms for tracking action items from contract evaluations. This is an excepted service position that requires membership in the Illinois National Guard and in the military grade listed in the announcement. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day. Must be able to obtain and maintain the appropriate security clearance. Limited to on-board ILNG technicians only. Indefinite position/temporary promotion/may become permanent. Qualifications AREA OF CONSIDERATION: The areas of consideration for this position, Title 32 Excepted Service (32 U.S. Code § 709), will be in the following manner and sequence: The area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG. Military Grades: Enlisted Only - Minimum rank requirement of SSgt and May not exceed the rank of MSgt. GENERAL EXPERIENCE: MUST possess experience, education or training which provided a general knowledge of principles of organization, management, and administration. Compiling reports, letters, memoranda, etc., and required person-to-person contacts to convey information. Progressively responsible experience which demonstrates the ability to provide technical guidance and assistance in the type of work or in comparable work of the position to be filled. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: GS-09 Level - MUST possess specialized experience which includes 1-year specialized experience, education or training equivalent to at least the next lower grade level. Applicants must have experience providing technical guidance and assistance in the type of work or in comparable work of the position to be filled. Applicants must have a thorough knowledge and understanding of administrative procedures and practices of management. Experience developing administrative procedures. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
