Parsons is seeking a highly experienced Aviation Compliance Manager to join our team for a major aviation program in the European Union (EU).
POSITION OVERVIEW:
Provides oversight and leadership for ensuring compliance with EU and international aviation regulations, specifically the EU/EASA certification framework. The Aviation Compliance Manager will manage and coordinate the certification processes for new airport infrastructure or major airport expansions involving increased passenger capacity. This role serves as the focal point for regulatory compliance with ICAO, EASA, Eurocontrol, and national aviation authorities, ensuring that the new infrastructure meets all operational and certifications requirements.
This position requires extensive experience in certification, compliance, and regulatory management for airports, with proven capability in coordinating with national aviation authorities and delivering successful airport certifications in accordance with EU and EASA requirements.
SPECIFIC RESPONSIBILITIES:
Lead and manage the certification process for new airport facilities or expansions in line with EU/EASA regulations.Lead the development and implementation of the program’s aviation compliance framework.Coordinate with the client, regulatory authorities, consultants, and contractors to ensure compliance at all stages of design, construction, and operation.Act as the key compliance authority, providing advice, oversight, and technical direction on all matters relating to certification.Review and validate certification documents, safety cases, and technical reports.Engage with the Civil Aviation Authority of Poland and/or other EU aviation authorities to ensure successful approvals and certifications.Develop compliance frameworks, procedures, and checklists to be applied across the program.Ensure operational readiness requirements are aligned with regulatory certification standards.Represent the program in audits, inspections, and reviews conducted by aviation authorities.Provide training, mentoring, and guidance to program staff on certification and compliance requirements.Monitor regulatory changes and ensure continuous alignment of program activities with evolving EU/EASA standards.Review design deliverables, construction and installation activities to ensure compliance with the applicable codes and standards. Provide technical guidance to the engineering and construction teams on compliance matters.Support the Operational Readiness and Transfer (ORAT) process with compliance inputs.EDUCATION/EXPERIENCE:
Bachelor’s (Master's degree preferred) in Aviation, Aeronautical Engineering, Air Transport or a related technical field.At least 15 years of professional experience in aviation compliance, regulatory certification, or operation of airports, based on EU/EASA regulatory requirements.Proven experience conducting certification processes for new airports or airport infrastructure expansions involving increased passenger capacity.Successful record of completing airport certification processes with the Civil Aviation Authority of Poland or equivalent EU aviation authority.Strong knowledge of EU/EASA aviation regulations, ICAO standards, and national aviation frameworks.Native Polish speaker or Fluent in Polish (mandatory).Strong command of English for international reporting and communication.Professional certification or registration in aviation compliance, safety, or quality management is an advantage.SKILLS/COMPETENCIES:
