Yes County Albany Street Address 11 British American Blvd. City Latham State NY Zip Code 12110 Duties Description The incumbent of this position will report to the Finance Section within the Office of Disaster Recovery. Duties include but are not limited to the following: •Acts as Recovery lead for the Single State Audit, which includes attendance of entrance and exit conferences with third party audit representatives, coordinating compilation of all requested records and/or documentation, and acting as liaison between audit representatives and Recovery staff. •Serves as the Recovery lead for FEMA program compliance reviews for Individual Assistance, Hazard Mitigation and Public Assistance. •Conducts audits by performing various tests, reviews, reconciliations, and evaluations of records to ensure that transactions are processed appropriately. Assists in establishing the scope of audit by analyzing and determining areas for audit, and the time frame to be examined. Utilizes generally accepted accounting and auditing principles and standards when conducting audits. •Assists in planning audit activities, including specific audit tasks and the audit schedule. •Prepares working papers to document audit scope and conclusions and prepares narrative reports of audit findings and recommendations. •Oversees Internal Controls for Disaster Recovery programs. Evaluates the efficiency and effectiveness of Recovery’s internal controls, noting any relative strengths or weaknesses. •Participates in development of Recovery audit manuals or training programs. •Performs ad-hoc personal allowance reviews, as necessary. •Supervises permanent, temporary and contractual staff performing all supervisory duties as required. •Performs other duties and projects as required. •Supports and staff active Disaster Assistance Centers and Federal/State Joint Field Offices and serve as a lead state recovery program representative or in other leadership roles during active disasters. •Travel may be required (approximately 10%), including during evening and weekends, depending on mission and assignment. •Possession and maintenance of a valid Driver’s License issued by the Department of Motor Vehicle is required or otherwise demonstrate the capacity to meet the transportation needs of the position. Minimum Qualifications REASSIGNMENT/TRANSFERCurrent New York State Division of Homeland Security and emergency Services employee with one year or more of permanent, contingent-permanent or 55b/c service as an Auditor 2 and are interested in reassignment; OR Current New York State employee with one year or more of permanent, contingent-permanent, or 55b/c service in a position eligible for transfer under Section 70.1 of the Civil Service Law. If approved for transfer appointment, you may also need to meet the special requirement(s): A bachelor's degree & 24 credit hours* in accounting, auditing, or taxation. *Courses such as business law, economics, statistics, and most finances courses, although taken as a part of an accounting curriculum, cannot be counted toward the 24 semester credit hours.
