About this Job
The Mission of the Louisiana State Racing Commission is to supervise, regulate, and enforce all statutes and regulations associated with horse racing and pari-mutuel wagering for live on-track and off-track horse racing, and other simulcasts of races. To collect and record all taxes due to the State of Louisiana; to safeguard the participants of racing; to safeguard the assets of the LSRC; and to perform administrative and regulatory requirements by operating the LSRC activities, including annual budget formulation and execution, regulatory and veterinary daily activities, supervision, and promotion of horse breeding in Louisiana.
This position is responsible for auditing Louisiana automated racetrack operations to ensure remittance of taxes and fees owed to the state and to protect bettors from fraudulent practices by independent regulation. The incumbent will assist and support the LSRC Mission by conducting objective and independent audits and reviews of the tracks regulated by our agency.

Minimum Qualifications
Three years of experience in accounting or auditing; OR
Six years of full-time experience in any field plus twenty-four semester hours in one or a combination of the following: accounting, auditing, business, finance, management, economics, quantitative methods, or information systems; OR
A bachelor’s degree with twenty-four semester hours in one or a combination of the following: accounting, auditing, business, finance, management, economics, quantitative methods, or information systems; OR
A bachelor’s degree in accounting, auditing, finance, business administration, management, economics, information systems, quantitative methods, or statistics; OR
A bachelor’s degree plus a Certified Information Systems Auditor (CISA) or Certified Government Audit Professional (CGAP) designation; OR
An advanced degree in accounting, auditing, finance, business administration, management, economics, information systems, quantitative methods, or statistics; OR
A Certified Public Accountant (CPA) license, Certified Fraud Examiner (CFE), or Certified Internal Auditor (CIA) designation.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information
Job Duties:
The position receives direct supervision from the auditor supervisor (chief auditor) and peer review and directions from the Louisiana State Racing Commission(LSRC).
+ Performs daily and weekly pari-mutuel audits of Commission self-generated revenue timely through the LSRC database and maintains reports of work performed in work papers.
+ Verifies and analyzes various financial reports from the racing licensees for compliance with statutes.
+ Studies internal controls, evaluates functional operational techniques, and identifies existing or potential problem areas. This includes the use of computer programs, various analytical audit procedures, and travel as needed.
+ Performs a variety of audits independently by following procedures established by the chief auditor and/or the LSRC. This includes daily on-site contact with various racing industry employees, such as mutual managers, totalizator computer employees, horsemen, auditors, CPA’s and the general public.
+ Prepares and submits timely audit reports and schedules. This includes discussions of changes in financial activities, trends, deviation from the audit program, problem areas, etc.
+ Makes recommendations, cites deficiencies, and verifies that budget deficiencies are reported and corrected. The audit reports stress compliance with statutes.
+ Maintains and verifies that files are current and complete.
+ Identifies extenuating factors requiring possible deviation from the existing audit program, coordinates findings, and recommends program changes to the chief auditor and/or audit committee. Because of the constant impact of new statutes and gambling competition, there are frequent variations in reporting situations.
+ Works with LSRC clerical and fiscal employees to produce and use statistical reports for auditing the racing industry.
