BOI/Gamin g Section
The Gaming Enforcement Division is committed to the strict regulation and control of statutorily authorized gaming entities in conjunction with the Louisiana Gaming Control Board (LGCB). The regulation of gaming and the enforcement of criminal gambling laws promote the public's health, safety, and welfare by safeguarding the people of this state against corrupt and dishonest practices.
The program also provides professional services in an effective, innovative, and fair manner that instills public confidence while fulfilling duties that ensure accurate revenue collection and reporting from licensees, protect the state's assets, and ensure the integrity of all gaming devices and systems by enforcing compliance with all state laws, regulations, and licensees' internal controls related to legally authorized gaming in Louisiana.
Responsibilities
The Operations Section oversees and regulates licensed casinos and gaming establishments located throughout Louisiana. The Section is responsible for processing and investigating applicants for licensure or permitting in the local Casino Gaming and Video Poker industries. It also enforces laws, rules, and regulations under the Gaming Statutes found in L.R.S. Title 27.
These establishments include licensed Riverboat Casinos, the Land-Based Casino in New Orleans, Slots at the Horse Racetracks, and Video Poker locations. The Operations Section has field offices statewide in Baton Rouge, New Orleans, Breaux Bridge, Lake Charles, and Bossier City.
Minimum Qualifications
Three years of experience in accounting or auditing; OR
Six years of full-time experience in any field plus twenty-four semester hours in one or a combination of the following: accounting, auditing, business, finance, management, economics, quantitative methods, or information systems; OR
A bachelor’s degree with twenty-four semester hours in one or a combination of the following: accounting, auditing, business, finance, management, economics, quantitative methods, or information systems; OR
A bachelor’s degree in accounting, auditing, finance, business administration, management, economics, information systems, quantitative methods, or statistics; OR
A bachelor’s degree plus a Certified Information Systems Auditor (CISA) or Certified Government Audit Professional (CGAP) designation; OR
An advanced degree in accounting, auditing, finance, business administration, management, economics, information systems, quantitative methods, or statistics; OR
A Certified Public Accountant (CPA) license, Certified Fraud Examiner (CFE), or Certified Internal Auditor (CIA) designation.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information
Job Duties:
+ Compiles work papers, which consist of the auditors’ understanding of the licensee’s internal controls to the details that document the audit process and the information obtained.
+ Maintains control over the details that document the audit process and the information obtained. Prepares non-standardized reports of audit findings, financial investigations, and financial background suitability investigations.
+ Prepares clear, concise and comprehensive case reports, which form the basis of support for regulatory actions by the Division and proof in administrative and legal hearings.
+ Drafts inspection and interim reports, which serve as the basis of analysis or extent of audit sampling, determining resources necessary to conduct audits, and establishes audit scopes.
+ Review audit findings and reports with superiors.
+ Performs audits of manufacturers, suppliers, and casinos to ascertain that all statutes and regulatory requirements concerning casino revenue recognition, employment practices of casino operators, security standards, management control procedures, accounting and cash control methods, reports to gaming authorities, purchase of gaming equipment, promotional activities, and various other conditions are met.
+ Compliance audits require that the auditors perform tests of controls over cage accountability and casino revenue periodically during the year.
+ Observes of the drop and count of table and slot revenues are usually performed between 3:00am and 9:00am.
+ Financial audits require review and analysis of financial data in the control of the licensee.
+ Source documentation is traced to accounting journals and ledgers to verify the accuracy and completeness of all records pertaining to the casino activity to assure revenues are reported timely and accurately to the state.
