About this Job
The Division of Administration/Internal Audit has a vacancy.
This advanced-level audit position serves as a technical specialist in conducting audits within the Division of Administration (DOA), including audits of statewide functions administered by DOA. This audit position is responsible for the professional work involving financial, operational, and compliance audits of the Division of Administration and other entities as assigned. This position will conduct audits to include planning and implementing audit procedures to meet established audit objectives in order to provide upper-level management with a report by which the internal operations of the DOA and other entities can be measured for improvements.
The Division of Administration is the state government’s management arm and the hub of its financial operations. Division offices perform a wide variety of activities, including the following:
+ Overseeing the state’s capital construction program
+ Working to provide state and federal grants for community development
+ Development of the state budget
+ Providing technology services
+ Giving agencies guidance in the state purchasing and contracting process as they seek goods and services
+ Administering a program that provides federal funds to help Louisiana residents recover from a series of devastating hurricanes
Minimum Qualifications
Three years of experience in accounting or auditing; OR
Six years of full-time experience in any field plus twenty-four semester hours in one or a combination of the following: accounting, auditing, business, finance, management, economics, quantitative methods, or information systems; OR
A bachelor’s degree with twenty-four semester hours in one or a combination of the following: accounting, auditing, business, finance, management, economics, quantitative methods, or information systems; OR
A bachelor’s degree in accounting, auditing, finance, business administration, management, economics, information systems, quantitative methods, or statistics; OR
A bachelor’s degree plus a Certified Information Systems Auditor (CISA) or Certified Government Audit Professional (CGAP) designation; OR
An advanced degree in accounting, auditing, finance, business administration, management, economics, information systems, quantitative methods, or statistics; OR
A Certified Public Accountant (CPA) license, Certified Fraud Examiner (CFE), or Certified Internal Auditor (CIA) designation.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information
Job Duties:
Conduct Audits
•Lead and coordinate complex audits and projects within the Division of Administration
•Conduct financial, operational, and compliance audits of the internal operations of the Division of Administration, its ancillary units, and other entities as assigned
and make recommendations to upper level management on how to improve internal operations.
•Provide expertise on audits of the statewide responsibilities of the Division of Administration and other entities as assigned with advanced knowledge, skills, and
abilities.
•Supervise lower-level auditors as needed in conducting audits or special projects
•Apply appropriate standards, criteria, techniques and procedures in the evaluation and measurement of the performance of the Division of Administration and
other entities as assigned.
•Conduct planning procedures; gather previous reports, other historical data, reference material, legal requirements and criteria for review and evaluation in
preparation for audit assignments.
•Develop audit plans and programs for each phase of an audit and outline audit procedures for the collection of sufficient audit documentation to serve as a
reasonable basis for forming an audit opinion.
•Conduct entrance and exit conferences for each audit performed.
•Analyze specific problem areas identified within the Division of Administration and other entities as assigned and determine if the problems identified should be
reported to management.
•Develop audit findings and recommendations to present to management.
•Prepare draft audit reports.
•Evaluate responses to any audit findings.
•Present audit findings, recommendations, and other information as necessary to the Commissioner of Administration or the Governor's Office by oral and written
means of communications.
•Suggest revisions to existing laws and/or new legislation that will allow for more efficient operations of the Division of Administration, its ancillary units, and
other entities as assigned.
Develop Recommendations/Research
•Develop recommendations to the Commissioner of Administration or the Governor's Office when changes and/or corrective actions are needed to improve goals,
objectives, policies, and controls in order to enhance and improve the operating effectiveness of the Division of Administration or other entities as assigned.
•Interpret regulations, policies, procedures and legal documents such as laws and contracts to identify obligations and limitations of programs.
Training and Professional Development
•Participate is group and individual training sessions that enhance individual knowledge of auditing standards and techniques.
