Overall Job Purpose

The primary purpose of this role is to secure market access via demonstrating the value of Lilly products through the product reimbursement life cycle, and lead launch excellence framework through Lilly pipeline assessment to prioritize and accelerate new product launch. For this purpose, associate director-NPP & PRA is supervising (Sr) associate-PRA, managing his/her own PRA projects, implementing the strategic plan for access, developing best-in-class dossiers for submissions and/or re-submissions to government, and leading the NPP governance meeting. The associate director-NPP & PRA owns the value proposition/payer value message of Lilly products and delivers to payers and also responsible for HEOR planning & implantation in consultation with VEO team to tailor quality pharmaco-economic model on time to support the reimbursement of the products across the Lilly portfolio. Also, associate director-NPP & PRA is responsible for establishing and maintaining positive relationships with high-level government officials of HIRA, NHIS and MoHW to achieve legislative and policy outcomes directly relevant to the PRA objectives and help advance the organization’s business objectives

Key Responsibilities

New Product Planning

Lead launch excellence framework through Lilly pipeline assessment based on regulatory/PRA pathway assessment and market potential to prioritize and accelerate new product launch in KoreaEnsure launch readiness of new products until transition to marketing team and partner with affiliate lead team for strategic planning

Payer Marketing

Understand global brand payer strategies for prioritized products for respective business unit and incorporate local payer’s needs and insights into local strategy/deliverablesUnderstand payer’s or customers’ needs and insights, and communicate internallyLead the development and execution of pricing and reimbursement strategies including launch, post-launch as well as product development strategies (indication, dosage, potential payer prioritization)

HTA Submission and Approval

Develop best-in-class dossiers including health economics and budget impact analysis for submission and lead payer negotiation through scientific communication with evidence to achieve reimbursementLead development of strategy on price negotiations with government and governmental authorities (i.e. reimbursement approval for a new drug, price-volume negotiation, RSA reassessment, reimbursement expansion) to minimize price reductionCoordinate cross functional teams to carry out pre-launch activities, monitor a progress of negotiation and get the supports from external stakeholdersAssist in the development of payer partnership programs and other relevant tools based on health outcomes / medical data and assist in the cross-affiliate use of dossiers to appropriately support for reimbursementProvide appropriate direction and support to a subordinate on development of pricing and reimbursement strategies, implication in collaboration with global/local cross-function team and external stakeholdersDevelop competency of subordinate through internal and external education, on the job training and continuous coaching

Health Outcomes & Economic Modeling

Be responsible for planning, initiating, contracting consultants, analysis and publication of health economics / outcomes studies to support the reimbursement negotiationBe responsible for local adaptation of pharmaco-economic model

External Customer Management

Understand deeply on country pharmaceutical and economic environment, and HTA processParticipate in trade associations as appropriate (based on level of association)Identify and establish relationships with key decision makers for market access. The responsibility expands into engagement of high-level government officialsInvolve in political landscape and appropriate participation in policy initiatives

HTA Policy Shaping

Identify and evaluate policy shaping opportunities relevant to PRA and/or product accessLiaise with and support corporate and/or affiliate environment shaping efforts and integrated campaigns on issues that impact PRA

Pricing

Lead business case development for OOP, AAP, and/or reimbursement launches, with support of cross-functional partners, including the price approval at the local and global levelLead the development of a clear and concise narrative around the PRA strategy and financial assessment

Public Policy & High-level Officials Engagement

Analyze and evaluate the impact of government policy and regulation on the PRA objectives and organizations activitiesProvide support in affiliate business plan and environmental assessment processesAnticipate relevant shifts and changes in the regulatory and legislative arenas. Participate in shaping policy in ways that allow the company to capitalize on opportunities and eliminate barriersWork with country GM, CA Director, PRA, and Public Affairs teams to address and country-specific external challenges and optimize healthcare system reform, intellectual property, and speed-to-market issuesCreate and maintain trust-based relationships with policymakers at senior levels and lead/initiate policy changing initiatives in line with strategyEnhance Lilly’s brand image of being reliable and trustworthy partner by providing practical and appropriate solutions to government leaders on the most pressing health care reform and economic development issues

Requirement

NPP & PRA experiences in various therapeutic areas (preferred)Experiences/knowledge of pricing policies & procedure or HEOR (preferred)Bachelor’s degree or above majored in pharmacy or health policy (preferred)Demonstrated knowledge of government policy and legislative processesDemonstrated ability in developing policy positions and interacting with the most senior levels of governments and organizationsSkills in strategic thinking, scenario planning, competitive assessment, problem-solving and creative thinkingAbility to work cross functionally with commercial, VEO and medical at global, regional and affiliate levelsHigh level of motivation and a strong desire to find creative solutions to challenging situationsComfort in “white space” pricing / PRA, dealing with ambiguity, and leading in uncertaintyPrioritization skills with attention to detailAbility to systematically review clinical/scientific literatureAbility to analyze and interpret clinical and health outcomes dataGood in English (Speaking and Writing)
