Collins is seeking a Department Area Leader for its Ejection Seats & Propulsion (E&P) portfolio. The E&P portfolio is chartered to develop life-saving energetic devices within Mission Systems.
This role is accountable for managing all Engineering activities in the successful capture and program execution of systems and products within the assigned Department. This is a multi-discipline leader with all engineering functions directly reporting to them.
This position to be onsite either in Fairfield, CA or Colorado Springs, CO.
**What You Will Do**
+ Personnel management including bench strength actions, career development guidance, salary planning, disciplinary and celebratory actions
+ Engineering cost and staff management (Demand/Capacity alignment, Utilization, Absorption)
+ Pursuit and Order Capture Process to include partnership with Program Area Chief Engineer (PACE) and Business Development counterparts as well as bid/ROM review and approval
+ EAC and Program Management Review and approval
+ Strategic Financial Planning (SFP) and Engineering Strategic Planning (ESP) coordination and leadership for their department to include Technology Road Mapping
+ Ensuring the Disciplines provide appropriate engineering resources to pursuits
+ Ensuring Technical Baselines are developed to the appropriate maturity for the pursuit phase
+ Achieving Design-to-Cost (DTC) and schedule targets, as appropriate
+ Ensuring bid packages are thoroughly vetted and addressing all required scope (or caveat out scope that is not bid), have risks and opportunities identified so that management fully understands the true risk posture, and are executable within the risks and assumptions identified
+ Accountable for achieving engineering cost, schedule, and technical commitments
+ Day-to-day operation of all Engineering activities across assigned Portfolio Area
+ Ensuring early identification, communication and mitigation of technical, cost, and/or schedule risks and issues
+ Responsible for coaching and mentoring a direct staff of functional leaders across E&P, to foster a strong talent pipeline
+ Proactive identification, communication and mitigation of technical, cost, and/or schedule risks, before issues arise
+ Works with the Program Area Chief Engineer (PACE) to review program technical baselines, ensuring they are appropriate staffed
+ Foster collaboration between the Discipline and Functional organizations to achieve maximum cost/schedule/performance efficiencies
+ During program start-ups or major ECP additions, ensure Engineering scope is fully understood and documented, ensure adequate processes and tools are in place, with proper Engineering resources assigned
+ Support technology roadmap development and maintenance, in alignment with portfolio strategies, including the productization and refactoring of product/program capabilities in support of business growth objectives
+ Track and report metrics across the portfolio to ensure common approach as well as consistency amongst programs and pursuit
+ Build and maintain customer relationships to engage on emerging issues and develop future opportunities
+ Consistently produce superior results, keeping projects on schedule and contributing to a positive work environment
+ A minimum of 25% travel will be required
**Qualifications You Must Have**
+ Typically requires a University Degree and minimum 12 years prior relevant experience or an Advanced Degree in a related field and minimum 10 years of experience
+ Experience with risk and opportunity management, including interface with program management team and external customer required
+ Previous People-Leader Experience Required
+ Previous Hardware Systems Experience Required
+ Must have the ability to obtain and maintain Alcohol, Tobacco, Firearms, and Explosives (ATF) access
**Qualifications We Prefer**
+ Advanced Degree desired
+ Prior experience in related Engineering discipline(s)
+ Exceptional organizational, analytical, written, and verbal communication skills
+ Superior interpersonal and influencing skills, including coaching, and mentoring of other engineering staff

**Employee Referral Eligible**
The salary range for this role is 162,000 USD - 326,000 USD. The salary range provided is a good faith estimate representative of all experience levels.
