Associate Commissioner – New Construction
Job Description About the Agency: The New York City Department of Housing Preservation & Development (HPD) promotes quality and affordability in the city's housing, and diversity and strength in the city’s neighborhoods because every New Yorker deserves a safe, affordable place to live in a neighborhood they love. - We maintain building and resident safety and health - We create opportunities for New Yorkers through housing affordability - We engage New Yorkers to build and sustain neighborhood strength and diversity. HPD is entrusted with fulfilling these objectives through the goals and strategies of “Housing Our Neighbors: A Blueprint for Housing and Homelessness,” Mayor Adams’ comprehensive housing framework. To support this important work, the administration has committed $5 billion in new capital funding, bringing the 10-year planned investment in housing to $22 billion the largest in the city’s history. This investment, coupled with a commitment to reduce administrative and regulatory barriers, is a multi-pronged strategy to tackle New York City’s complex housing crisis, by addressing homelessness and housing instability, promoting economic stability and mobility, increasing homeownership opportunities, improving health and safety, and increasing opportunities for equitable growth. ________________________________________ Your Team: The Office of Development (OOD) leads the agency’s effort to create and preserve affordable housing as a critical part of Housing Our Neighbors: A Blueprint for Housing and Homelessness in collaboration with other HPD offices as well as other city, state and federal agencies. The OOD is comprised of eight divisions that administer a range of programs. These divisions include New Construction Finance, Special Needs Housing, Housing Incentives, Building and Land Development Services (BLDS), Homeownership Opportunities and Preservation, Preservation Finance, Portfolio Management and Conversions, and Compliance and Enforcement. The Associate Commissioner for New Construction will oversee HPD’s financing of the construction of new supportive, multifamily, and mixed-use affordable housing on both public and private sites, as well as the administration of various housing incentive programs, including tax credit, property tax, and zoning incentives, through management of three divisions: New Construction Finance (NCF), Special Needs Housing (SNH), and Housing Incentives (HI), as well as their constituent programs. Your Role: The Associate Commissioner for New Construction and Housing Incentives will work directly with the heads of NCF, SNH, and HI, in close coordination with other divisions within the Office of Development and across HPD, and in partnership with the New York City Housing Development Corporation (HDC), the New York City Housing Authority (NYCHA), the New York City Economic Development Corporation (NYCEDC), the Department of Social Services (DSS), the Department of Finance (DOF) and other City, state, and federal agencies on Requests for Proposals, pre-development, and co-financing for such projects. The Associate Commissioner for New Construction and Housing Incentives will have primary responsibility for both directly managing as well as overseeing teams that manage various public incentive programs, including the Low Income Housing Tax Credit program, zoning incentives, property tax incentives, and city subsidy, as well as the engagement and negotiations with developers, lenders, and other development partners from the private and non-profit sectors. The Associate Commissioner will be a key contributor and leader in developing agency and city strategy and policy on a such topics including housing supply, effective use of public resources, permanent housing for formerly homeless households, broadening and deepening affordability, housing access and opportunity, mixed-use and mixed-income projects. Your Responsibilities: As the Associate Commissioner, you will perform duties including, but not limited to the following: Overseeing the development and implementation of programs to meet the goals of Housing Our Neighbors and other initiatives. Directing staff implementing the NCF, SNH, and HI financing programs and operations, cultivating strong morale and high-achieving teams. Overseeing coordination with multiple internal divisions as well as numerous outside agencies, as well as lending and program partners. Managing coordinated housing production targets and associated budgets to meet the new construction goals of within the Housing Our Neighbors strategic plan. Strengthening and prioritizing project pipelines, including creation of new programs and tools to address changing City priorities. Fielding and responding to inquiries, both internal and external, about the Division’s activities. As part of this effort, the Associate Commissioner will be responsible for prioritizing potential issues and making sound recommendations to the Deputy Commissioner and, as necessary, the HPD Commissioner. Ensuring effective and efficient use of public resources. Ensure efficient implementations of non-subsidy incentive programs including the City’s allocation of federal Low Income Housing Tax Credits, property tax incentives including 421-a, 485-x, 467-m, and J-51, as well as the Universal Affordability and Inclusionary Housing programs. Fostering innovation in the creation of new financing models and deal structures to advance the goals of Housing Our Neighbors and other policy priorities. Contributing to the development, implementation, and tracking of strategic plans for the Office of Development and the Agency. Contributing to the development, implementation, and tracking of affordable housing policy for the Office of Development and the Agency. Represent the agency at meetings, public events and hearings. Other responsibilities and initiatives as may be required to ensure the success of NCF, SNH, and HI, the Office of Development as a whole, and the Agency. The ideal candidate will have experience in a collaborative environment, possess strong organization and communication skills, be detail-oriented, and be proficient in Microsoft Office Suite. Preferred Skills The position requires a strong background in real estate finance, with experience in affordable housing and community development. All candidates should have: Extensive knowledge of financial tools and theory as well as facility in the use and analysis of financial models Extensive knowledge of affordable housing policy and programs at city, state and federal levels Experience successfully administering large scale programs in the public or private sectors, with preference for public sector. Excellent verbal and written communication skills Excellent analytical, organizational, and quantitative abilities Extensive knowledge and understanding of New York City zoning policy Demonstrated ability to meet deadlines and manage multiple projects in a timely manner Demonstrated supervisory experience ADMINISTRATIVE PROJECT DIRECTO - 95566 Qualifications 1. A baccalaureate degree from an accredited college and four years of experience in one or more of the following areas: community organization, social work, urban development projects, real estate, public administration, or a related field, of which two years must have been in a field directly related to neighborhood improvement such as housing, community organization, urban renewal or planning, or real estate. A Law Degree or graduate work in an appropriate field may be substituted for up to two years of the general experience required; or 2. Education and/or experience equivalent to "1", including part-time and/or volunteer experience.
