Assistant Manager for RF Appointments and Payroll **Required Qualifications (as evidenced by an attached resume):** Bachelor’s degree (foreign equivalent or higher) in Finance, Economics, Accounting, HR or a related field. Three (3) years of full-time experience supporting time and payroll systems. One (1) year of supervisory experience. Solid knowledge of and experience working with U.S. wage & hour laws, garnishments, and payroll tax withholding rules at the federal, state and local levels. Proficient with Microsoft Office Suite, especially Excel. **Preferred Qualifications:** Proficient with payroll software (i.e. Oracle, PeopleSoft). **Brief Description of Duties:** The Assistant Manager for RF Payroll and Appointments will oversee and supervise the Research Foundation payroll functions, ensuring pay is processed on time, accurately, and in compliance with state and federal regulations. Responsible for ensuring all appointments and offers of employment are in compliance with employment laws, University and RF Policies and USCIS requirements. Works independently to provide advice to Vice Presidential/Dean’s Office Coordinators, Departments and supervisors. Handles confidential and sensitive information pertaining to University personnel. The selected candidate must possess excellent organizational skills and attention to detail as well as have strong analytical and problem solving skills. + **Supervisory:** + Recruits, interviews, hires, and trains new staff in the department. + Oversees the daily workflow of the department. + Provide constructive and timely feedback to support training and development of the team. + Responsible for performance management for all team members. + **Appointments:** + Serve as lead contact and partner for the HR Business Partners, the Office of Academic Affairs and Dean’s offices. + Provide comprehensive knowledge of human resources practices and procedures. + Independently resolve discrepancies and advise on proper procedures. + Reviews all offers of employment for employees recruited through the Talent Management System. + Troubleshoot all onboarding errors for TMS appointments. + Troubleshoot all DocuSign GSAP errors. + Ensure all appointments are in compliance with United States Citizenship and Immigration Services (USCIS). Provide guidance and direction regarding proper work authorization for the large population of non-resident employees. + Ensure all appointments are in compliance with employment laws, adherence to University and RF Policies and procedures. + Develop and facilitate training programs including USCIS, Appointment and implementation of new systems. + Policy and procedure development. + **Payroll:** + Implements, maintains, and reviews payroll processing systems to ensure timely and accurate processing of payroll transactions including salaries, benefits, garnishments, Independent contractors, taxes, other deductions, and overpayments. + Ensures accurate and timely processing of payroll updates including new hires, terminations, and changes to pay rates. + Prepares and maintains accurate records and reports of payroll transactions and tax reports. + Ensures compliance with federal, state, and local payroll, wage, and hour laws and best practices. + Facilitates internal and external audits by providing records and documentation. + Identifies and recommends updates to payroll processing software, systems, and procedures. + Represents RF Payroll during New Employee Orientation, and other required training/meetings. + Other duties as assigned. **Special Notes:** The Research Foundation of SUNY is a private educational corporation.
