Summary This position is located in the Architect of the Capitol (AOC), Office of the Chief of Operations, Superintendent, Senate Office Buildings. The incumbent serves as Facilities Manager, responsible for the management and direction of the Senate Office Buildings (SOB) labor and custodial operations. The purpose of this position is to provide facilities management expertise while ensuring high-quality service delivery in support of United States Senators, their staff, and the visiting public. Responsibilities Tour of Duty: 4am-12:30pm MAJOR DUTIES: Operations Management Utilizes operational expertise to assess resource needs, improve workflow processes, and maintain service standards. Oversee daily operations of shops within the branch; recommend and implement changes in work organization and function assignments to enhance service delivery and operational effectiveness Develops lifecycle management strategies for equipment and resources, focusing on maintenance efficiency and sustainability. Implements regular inspections and assessments to monitor compliance with standards. Provides input to the Assistant Superintendent to develop strategic plans that support the AOC's vision while incorporating facilities management best practices. Demonstrates effective facilities leadership while performing administrative and technical supervisory functions for subordinates within the Labor and Custodial Branch. Provides leadership to ensure support for equal employment opportunity (EEO) goals and requirements. Evaluates service requests and coordinates with subordinate supervisors to determine manpower and material resource availability. Develops performance requirements for subordinate supervisors and ensures mutual understanding of performance standards. Identifies opportunities for operational and workforce improvements to support strategic performance plans. Implements innovative approaches to service delivery and resource management software such as inspection and facility management software Independently analyzes staffing requirements and develops comprehensive staffing plans addressing hiring, promotions, and other personnel impacts. Ensures the labor and custodial branch exceeds jurisdiction and agency goals in required training, performance assessments, and professional development Maintains professional standards and adherence to organization and labor union policies Participates in strategic planning sessions for bargaining periods and quarterly Labor Management Relations Committee meetings. Take corrective action on unsafe conditions and implement preventive measures across managed areas. Conducts regular safety audits and verification of PPE compliance among subordinates. You must meet the definition of specialized experience. You must be able to obtain and maintain a Top Secret security clearance. Qualifications You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. It is available for your review on the OPM web site at OPM qualification standards Specialized experience: is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. For the GS-13: Candidates for the GS-13 grade level must have at least 52 weeks of specialized experience equivalent to the next lower (GS-12) grade level in the Federal service. Specialized experience is defined as having experience: (1) Knowledge of a wide range of principles, concepts, and practices concerning facilities administration sufficient to evaluate, adapt, or modify procedures and practices concerning the management of property, facilities, equipment, plans, and grounds (2) Planning, organizing, and implementing programs, and proposals involving substantial resources that require extensive analysis. (3) Expressing information to individuals or groups effectively, considering the audience and the nature of the information and ability to make clear and convincing oral and written presentations. (4) Ability to coordinate with other organizations to change plans, methods, and procedures to prevent problems, and/or to determine appropriate labor and custodial maintenance procedures. For the GS-14: Candidates for the GS-14 grade level must have at least 52 weeks of specialized experience equivalent to the next lower (GS-13) grade level in the Federal service. Specialized experience is defined as having experience: (1) Mastery of qualitative and quantitative techniques for analyzing and measuring the effectiveness, efficiency and operations and resources. (2) Knowledge of management fundamentals and processes, to conduct studies, analyze findings and make recommendations to leadership; (3) Ability to be self-managed while working on several projects simultaneously in a collaborative environment. (4) Develop new or modified work methods, organizational structures, records and files, management processes, guidelines, procedures and automated work processes for support functions and custodial operations.
