No County To Be Determined Street Address NYS Department of Corrections and Community Supervision Multiple Locations - see additional comments City Fishkill or Wallkill (12589) State NY Zip Code 12508 Duties Description The Office of Special Investigations (OSI) is seeking qualified candidates for consideration to serve as the Assistant Deputy Chief Investigator (ADCI) in the OSI Public Integrity Division (PID). This division investigates a wide range of allegations of misconduct, both criminal and internal policy violations, to ensure the integrity of the Department, the safety of all within the DOCCS system, and the protection of those within the state’s correctional facilities, under community supervision, and the public. PID, for example, investigates allegations of physical and sexual abuse of incarcerated individuals by employees; staff misconduct, sexual harassment and other forms of serious harassment and threatening behavior; unattended deaths and suicides by incarcerated individuals in facilities; escape plots; and any other alleged misconduct having a nexus to DOCCS that is not covered by another OSI division. PID has two dedicated units, the Special Victims Unit (SVU) and Major Case Unit (MCU), to handle sexual assault cases and serious physical abuse cases, respectively. The Public Integrity Division collaborates with others within the Department to ensure compliance with the federal Prison Rape Elimination Act (PREA). Additionally, the Public Integrity Division includes OSI’s Medical Review Team, consisting of medical professional who conduct forensic medical record reviews to support OSI investigations, particularly those involving assaults and deaths. This ADCI position is responsible for the daily investigations / operations within the division and its geographic region. The ADCI position is the fifth-level leadership and supervisory level role, under the Deputy Commissioner/Chief, Assistant Commissioner/Assistant Chief, Director of Operations and Deputy Chief Investigator for the division. This ADCI will supervise senior investigators and investigators handling matters within the divisions purview and ensure that their work and investigations are thorough, timely, and fair, as well as compliant with all relevant policies and laws. Minimum Qualifications The Department of Corrections and Community Supervision’s Office of Special Investigations (OSI) is seeking qualified candidates to be considered for to serve as an Assistant Deputy Chief Investigator (ADCI) the Public Integrity Division (PID) for Eastern New York. The qualifications for an ADCI include at least six years’ investigative experience and at least two years of leadership, management, and supervisory experience. Relevant investigative experience is preferred. OSI may accept relevant advanced educational degrees (i.e., above high school or GED) as a substitute for investigative experience on a two-years education for one-year investigative experience basis for all of OSI’s peace officer positions. For example, an associate degree (2 years) in criminal justice and forensic science can be substituted for one year of investigative experience, and a bachelor’s degree (4 years) in a pre-law and criminal justice can be substituted for two years’ investigative experience. Candidates should also have exhibited demonstrated leadership qualities. Strong leadership and the ability to adapt to a changing environment and handle multiple priorities are necessary. This position will require a high degree of organizational and writing skills, as well as must be available to respond immediately to incidents and possibly remain in the area as needed. OSI investigative staff must possess, at a minimum, knowledge of the applicable laws, the highest levels of behavior including personal integrity and ethics; fairness; character; judgment; attitude; and respect for and ability to work with others inside and outside OSI. OSI investigative staff must have state-of-the-art technical skills for thorough and objective investigations and to fulfill OSI’s mission. Appropriate licensure and certifications (including being or becoming a peace officer qualified to carry a firearm) are also required. The ability to travel is also necessary.
