Summary This position is located at Fort Campbell, Family, Morale, Welfare and Recreation - Business Operations and Community Recreation Division. This position is eligible for the NAF benefits package and leave accrual. Responsibilities Works under the general direction of the Business Operations and Community Recreation Officer. Through subordinate activity managers, assists in responsibility for overall management and direction of the Directorate and Division. Directs, develops and administers plans and procedures, to include five-year plan with Capital Purchase Minor Construction and Annual Operating Budgets. Initiates market analysis as directed to determine program viability and sustainability. Implements, enforces, and ensures compliance with regulations to provide aggressive community business program. Performs site visits for all assigned facilities and programs and acts as management of facilities as needed. Serves as Billing Government Purchase Card (GPC) Official, overseeing the activity of subordinate GPC holders. Recommends changes in program emphasis and develops proposals based on analysis of funding and manpower limitations. Provides a comprehensive community recreation program widely recognized for addressing a broad range of interests and needs of the military community. Performs other duties as assigned. Requirements Conditions of Employment Qualifications Qualification Requirements: One year experience directing or managing Food and Beverage Operations or directing or managing one or more DFMWR Programs at a Garrison or similar civilian operation. Experience conducting financial and budget analyses, and implementing new business programs. OR A Bachelor's Degree in a closely related field, such as Food and Beverage Management, Hospitality Management or Business Management. Applicants meeting the following will be considered Highly Preferred: Possess Two or more years experience of managing one or more business or recreation program (for example, a gym, community center, after-school program, or MWR facility) Possess experience submitting capital improvement or construction projects (for example, renovation proposals, equipment purchases for multi use facilities, or facility repairs) Possess experience working with budgeting systems and/or financial tools to track and analyze funding (for example, Excel based trackers, SMIRF, or any financial tracking system) **Applicants that meet the Highly Preferred criteria will be referred to management for consideration first. PCS Costs Payment Permanent Change of Station (PCS) costs are authorized, based on a determination that a PCS move is in the Government's interest. Pay-Band (NF or CY) Allowances and Differentials This is a pay-banded position. Sunday premium pay may be authorized by the Garrison Commander. If authorized, only regular (full-time, part-time, limited tenure and seasonal) employees may be paid Sunday premium pay. When authorized, Sunday premium will be paid at the rate of 25% of the basic rate for all hours of non-overtime, when any part of the scheduled tour of duty is performed on Sunday (to a maximum of 8 hours per Sunday). Night differential may be authorized by the Garrison Commander.
