General Summary
The Aquatics Operations Specialist performs responsible routine work coordinating, planning, implementing, and evaluating city aquatic operations at various outdoor and indoor aquatic facilities. Assists with managing lifeguards and overseeing front desk staff. Ensures tracking of required certifications and monitors/supervises the work of subordinate staff. Work is performed under the general supervision of the Aquatic Operations Manager.
The preferred hiring range for this position is between $25.06 - $30.17 an hour ( $52,644.80 - $63,377.60 Annually). Starting offer is based on applicable education, experience, and internal equity. Essential Responsibilities and Duties
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. + Coordinates, plans, organizes, supervises, and evaluates operations of aquatic services.
+ Makes sure program guidelines for Red Cross are being followed. Assists with more difficult teaching situations.
+ Supervises, schedules, trains, motivates, coaches, assigns/directs work, and evaluates the performance of subordinate staff; provides input or makes decisions on interviewing, hiring, and administration of disciplinary action, and in accordance with established personnel policy and procedures.
+ Oversees front desk staff and fitness studio staff; and assists with managing lifeguards and aquatic special events.
+ Instructs classes to certify Lifeguards, Lifeguard Instructors, and/or Water Safety Instructors.
+ Works with volunteers, providing training, tracking schedule and hours, and evaluating their performance.
+ Provides suggestions for program operations and effectively utilizes automated registration software.
+ Maintains efficient and effective operations, including in response to sudden changes in staffing and workloads.
+ Accountable for time and attendance reports and accident reports for subordinate staff.
+ Assists with the implementation of standards and procedures, community outreach, and dissemination of information.
+ Develops and maintains professional working relationships with community and corporate partners, and other agencies.
+ Responds to and communicates with participants, parents, and co-workers effectively, professionally, courteously, and thoroughly, including in the handling of complaints and concerns.
+ Completes and submits various financial, administrative and statistical reports and work.
+ Completes regular inspection and safety assessments of training equipment.
+ Completes inventory checks, forecasts needed equipment and supplies, and orders supplies to maintain inventory, within authorized expense limits. Ensures inventory is kept at appropriate levels.
+ Ensures that programs, facilities, and personnel meet all standards for certifications and licenses, health and safety standards, and operational procedures related to the area of assignments; including completing safety assessments, maintaining a hazard free environment, and documenting issues to identify risk areas and recommendations.
+ Enforces all applicable policies and procedures with staff; recommends changes as needed.
+ May assist with budget monitoring, recommendation, and allocation.
+ May be required to work weekends, nights, holidays or to be called back to work in weather or non-weather emergencies or as needed to provide necessary services to the public.
+ Responsible for appropriate use and maintenance of City equipment, tools and other resources, including work time.

Education, Experience and Skills
Education and Experience: Candidates may qualify by demonstrating the required knowledge and skills outlined for the job through experience(s) other than formal education.
+ Bachelor’s degree in recreation, park management, physical education, hospitality, therapeutic recreation or closely related field, AND 1 year of responsible experience in an aquatic or recreation environment.
OR
+ Associate degree (or some college level coursework) in recreation, park management, physical education, hospitality, therapeutic recreation or closely related field, AND 3 years of responsible experience in an aquatic or recreation environment.
OR
+ High School diploma or GED AND 5 years of responsible experience in an aquatic or recreation environment.
OR
+ An equivalent combination of education and experience may be considered in lieu of the specific requirements listed above.
Certifications/Licenses/Other Requirements:
+ Must obtain and maintain a valid Virginia driver’s license and acceptable driving record according to city criteria.
+ Certifications:
+ Lifeguard and First Aid/CPR/AED for the professional rescuer certification.
+ Lifeguarding Instructor certification.
+ Lifeguard Water Safety Instructor.
+ Required to successfully pass a pre-employment background check and pre-employment drug screen.

3. RETIREMENT: The City of Charlottesville manages its own retirement system and does not participate in VRS, however the City has a Portability Agreement with VRS. There are certain provisions that must be met and the portability request must be executed within 18 months of vesting in the City's Plan.

+ A Defined Benefit Pension plan pays a monthly benefit in retirement using a defined formula based on the employee's earnings history, tenure of service, and age. Our plan has a 5 year vesting period and an employee contribution of 5% of salary.
+ A Defined Contribution 401a plan in which fixed contributions are paid into an individual's account by the employer, the contributions are invested, returns (positive or negative) are credited to the account, and the account balance is used to provide retirement benefits. The vesting schedule for our 401a plan is 33% after one year of service, 67% after two years of service, and 100% after three years of service. There is no required contribution from salary. (Note that: the Defined Contribution retirement plan is the only plan available for Library employees)
