The Division of Administration/Office of Technology Services has a vacancy. This position is located in the Product Delivery Section. Req. 210594
Interested in furthering your career in Software Application Development, in an IT Product Delivery team that works with a broad range of domains and technologies? The Office of Technology Services (OTS), Product Delivery Section is looking for energetic, experienced team members to add to the Engineering Application Development team. The Software Engineering team works with partner agencies and OTS resources to analyze, design, architect, develop, implement, and support IT systems with modernization and process engineering.
The Office of Technology Services aims to be a responsible partner in delivering innovative, effective, and reliable solutions that support and enhance the IT functions within Executive Branch Departments. The Office of Technology Services will work to increase the return on the State’s investment in technology by promoting smart decision-making, solving problems intelligently, increasing the rate of project success, and fostering a skilled and professional staff
The Division of Administration is the state government’s management arm and the hub of its financial operations. Division offices perform a wide variety of activities including the following:
+ Overseeing the state’s capital construction program
+ Working to provide state and federal grants for community development
+ Development of the state budget
+ Providing technology services
+ Giving agencies guidance in the state purchasing and contracting process as they seek goods and services
+ Administering a program that provides federal funds to help Louisiana residents recover from a series of devastating hurricanes
Minimum Qualifications
Two years of experience in information technology; OR
Six years of full-time work experience in any field; OR
An associate's degree in information technology; OR
A bachelor’s degree.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
NOTE:
A certification in an approved area may be substituted for the education and/or experience requirements at the time of hire or promotion, provided the appointment is made from a Certificate of Eligibles.

Job Duties and Other Information
Job Duties:
This position is within the Office of Technology Services (OTS), Product Delivery and is responsible for Application Development within the Engineering section within the Product Delivery division. The incumbent is responsible for the development of new and existing applications using tools and processes according to the standards developed by OTS.
60% Performs core application development and analysis activities to deliver high quality:
Designs, codes, compiles, tests, debugs, and documents new or existing applications within accepted standards, procedures and guidelines.
Identifies, researches and resolves programming, data, or system software problems, frequently on an individual basis in consultation with other employees and/or users.
Assists in the evaluation of feature and change requests to determine specific tasks and effects on existing programs and systems.
25% Stays engaged and aligned with organizational initiatives and continuous improvement efforts:
Participates in technical findings, assessments and implementations for software modernization initiatives.
Researches and remains informed of new technologies and development tools in line with the OTS Technology Stack.
10% Adopts and enables technology standards, learns and applies current OTS established best practices around software development and delivery.
5% Performs all other tasks, special projects, analysis, studies, and plans as directed.
Position-Specific Details:
Appointment Type: This vacancy will be filled by promotionof a current permanent status Office of Technology employee. A permanent status employee may be required to serve a new probationary period in lieu of promotion.
Career Progression: This vacancy participates in a career progression group and may be filled from this recruitment as an IT Statewide Applications Developer 1, 2, 3, or 4, depending on experience.
For recruitment purposes, applicants who are within 90 days of graduating in November 2025 with a bachelor’s degree may be eligible for this position.
