The DNR is seeking to hire one (1) full-time Angler and Hunter Education and Skills Team Supervisor at our central office in Saint Paul, MN.
This position exists to direct and supervise comprehensive statewide angler and hunter recruitment, retention, reactivation programs and multiple Fish and Wildlife Division education programs and events, including planning, evaluation, development, administration, and implementation. The programs aim to increase interest and participation in fishing and hunting in a diversity of audiences, plus generate an appreciation and understanding of fisheries and wildlife management and related conservation interests through fishing, hunting and other activities. The incumbent directs, prioritizes, schedules, and assigns work for program staff, including lead or principal positions, full-time angling and hunting skills and aquatic education specialists, and occasionally temporary positions, and volunteers. Supervision includes effectively allocating human and financial resources, distributing workloads, taking immediate remedial action to correct and improve staff work, and reporting the quality, quantity, and timeliness of work to the Outreach Section Manager. The position also serves as a delegate for the Outreach Section Manager; provides leadership for the FAW Division on efforts to reach diverse audiences; serves as a lead for the section on strategic planning, policy development, training, budgeting, and materials management; oversees a large external grant program; and serves as one of the department’s primary natural resource education consultants and liaisons for angler and hunter education and skills on a statewide and national basis.
Responsibilities include but are not limited to:
+ Develop and set planning, policy and long-range direction for the statewide angler and hunter recruitment, retention and aquatic and outdoor access programs so that Outreach Section, Fish and Wildlife Division, and DNR goals, objectives, and policies are met. Serves as an Outreach Section lead on strategic planning, work planning, policy development, training, and budget management. Represent the Outreach Section in division and agency strategic planning efforts and participate in the division management team.
+ Represent the Fish and Wildlife Division on natural resource education, access, and diversity, equity, and inclusion programs and policy development and serve as one of the Fish and Wildlife Division’s leads on strategies for programs and services targeted at diverse and underrepresented communities.
+ Ensure state and national standards for angler and hunter recruitment, retention, reactivation, and aquatic resources education are identified and addressed.
+ Perform supervisory, budgeting, spending plan and administrative functions so that programs and projects are funded, designed, completed, and delivered on time and within budget.
+ Offer and encourage professional development and training opportunities to help ensure staff are highly motivated and skilled.
+ Serve as principal investigator and project leader for the statewide angler and hunter recruitment, retention, and aquatic education federal aid project and other funds so that project goals and objectives are met, reporting procedures are followed, and that guidelines and eligibility for reimbursements are maintained.
+ Oversee grant programs administered by the Outreach Section.
+ Oversee the development and implementation of the DNR’s Minnesota angler and hunter recruitment, retention, reactivation (R3) plan and facilitation of the DNR’s R3 Council, an advisory group.
+ Guide DNR’s aquatic resources and wildlife education as well as related Fisheries Section, Wildlife Section, Outreach Section capacity-building efforts so that adult and youth non-profit organizations, schools, universities, and other entities are involved and supported in fishing and hunting skills development, thereby leveraging the reach of Outreach Section work.
This position may be eligible to telework up to 50% of the time, which is subject to change. If approved, the employee would be required to complete a telework agreement. This position will require travel on occasion throughout the state of MN to observe or support staff and partner programs, events, and initiatives, with potentially up to 1-2 nights overnight per month. This position will require in-person participation at up to three (3) national conferences annually, typically held in other states; flights via airlines are typical for national conferences.
**Minimum Qualifications**
+ Four (4) years of experience in outreach and educational programming with demonstrated experience planning, designing, coordinating, administering, and implementing a program with in-person and online program elements.
+ A bachelor’s degree in Natural Resources, Education, Marketing, Communications or a related field may substitute for one (1) year of experience.
+ Experience in supervision sufficient to interview and select staff affirmatively, and assign, schedule, direct, train, evaluate work performance, and discipline reporting program staff.
+ Experience in budgeting and legislative processes sufficient to consolidate multiple program activities and to propose legislative initiatives to meet current and future program needs.
+ Experience with qualitative and quantitative analyses sufficient to evaluate program results and to critique the analytical methods and results of other public program professionals.
+ Knowledge of best practices in hunting, angling, and other outdoor skills instruction; fish and wildlife biology, fisheries and wildlife management, and natural resource conservation.
+ Skills in developing and implementing adult education programs sufficient to build programs that are inclusive and equitable; include collaboration and communication with stakeholders; and provide an understanding of hunting, angling, and outdoor skills, and hunter and angler recruitment and retention issues.
+ Skills with office technology systems, such as Microsoft Office, or similar programs, data management systems, and internet applications, to assemble, analyze, and synthesize information from data sources.
+ Ability to comprehend and write public administration documents, manuals, rules, etc. sufficient to oversee the design and development of financial and program reporting systems.
+ Ability to adapt to organizational and program changes sufficient to work constructively under pressure and proactively seek clarification and direction.
**Preferred Qualifications**
+ A bachelor's degree in Natural Resources, Education, Marketing, Communications or a related field.
+ Experience in instructing, coordinating and supervising hunting, angling, and other outdoor skills programs at a system, regional or statewide level.
+ Experience working with diverse clientele from various ethnic and socioeconomic backgrounds and levels of ability and developing or implementing policies and practices that support equity and inclusion.
+ Experience with Minnesota’s state accounting systems sufficient to accomplish tracking and reporting processes required.
+ Experience with public policy and administration principles sufficient to design, implement and evaluate public program and financial reporting systems, including the fish and wildlife federal aid guidelines.
+ Experience with the state’s budgetary process and grant administration sufficient to review and approve bids with outside contractors and grantees; allocate a statewide budget; and oversee staff salaries and expenses.
+ Knowledge of legal and administrative procedures sufficient to serve as a technical expert before departmental policy committees and other public forums.
+ Knowledge of Minnesota state statutes, rules, and policies that relate to customer data privacy, sponsorships, gifts, donations, volunteers, publications, contracting, and budgeting.
