Overview This is a 1-year temporary, not logistically supported Position as a Property Book Analyst Under the supervision of the Property Management Supervisor (GPM), the Analyst, Property Records will be responsible for performing all contractual requirements relating to Government Property. The Analyst position provides technical and administrative support to the Property Management Supervisor while demonstrating a broad knowledge in the operational aspects of Army Logistics ERP Systems and Commercial Property Accountability Systems. Must have practical experience in at least 3 of the 10 property management outcomes and knowledgeable in property management regulations, policies, and practice. Responsibilities Duties include but are not limited to, the administration of contractual requirements related to Government-Furnished Property (GFP) and the accountability for all Government Property provided under the OPMAS-E contract. Will ensure control, proper use, storage and care for all property. Will be required to operate and maintain access to property accountability systems used to maintain complete, current, and accurate auditable contractor and government property records. Must assist and advise property custodians and users. Will manage multiple Derivative Unit Identification Codes (UICs) and DoDAACs. Responsible for creating and maintaining records: Must keep accurate records of all supplies, equipment and materials. Will conduct periodic audits: Must perform inventories and audits to ensure records are accurate and discrepancies are addressed. Responsible for ordering supplies: Must identify supply parts and material needs and place orders utilizing government and commercial systems and sources. Must manage and distribute supplies and materials to various sites and personnel Must receive and inspect shipments and deliveries: Ensure that all received items and quantities match the receiving document and prepare receiving reports. Will establish and maintain documentation and records of all auditable transactions, including requisitions, receipts, transfers and issues. Will generate, mark and label property. Will administer preventive maintenance and repair policies for eligible government-furnished property. Will assist with and perform various forms of disposals, relief of stewardship and property close-out procedures, as assigned. Will ensure compliance and adherence to the OPMAS-E Property Management Plan, FAR, DFAR and DoD regulations and policies regarding Government Property. Qualifications Education: Individuals shall have a High School diploma or equivalent. Prefers a two (2) year degree or a recognized certification in property management, logistic management, accounting, or business administration. Experience: Individuals shall have three (3) years of supply and logistics experience in property management in support of a DOD activity or two (2) year equivalent experience in performing accounting, inventory, and property management functions Special Requirements: Individual must be fluent in reading, writing, and speaking the English language, to include the ability to comprehend and interpret complex logistical technical data. The individual must be able to access and maintain access to Government-provided systems such as GCSS-A. he individual must be licensed and able to operate Contractor vehicles on public roads. Must be qualified and able to obtain license or authorization to operate Government-Furnished Material Handling Equipment (MHE) rated at up to 6000 pounds lifting capacity. Individuals shall have experience using software such as Microsoft Office (365), SharePoint, Teams, Adobe Acrobat and various browser programs used by the Department of Defense.
