Alternate Program Manager (FORSCOM)
Position: Alternate Program Manager Type: Full- time Location: Primary duty station at Fort Liberty (formerly Fort Bragg), NC with oversight at Joint Base Lewis-McChord (JBLM), with ability to provide support for both East and West CONUS regions. Travel: 10% **Contingent upon award** Position Summary: The Program Manager (PM) is the single, principal point of contact for all operational, contractual, and personnel matters across both the East and West Regions of the FORSCOM Language and Culture Services program. The PM is responsible for the executive management and oversight of all contract activities, resource allocation, deliverable adherence, and personnel leadership. This position ensures seamless communication and compliance with contract regulations and the Performance Work Statement (PWS), supporting program excellence and government stakeholder satisfaction across both regions. Duties and Responsibilities: These services are required to support unique efforts which may require: + Assume full Program Manager (PM) authority in event of PM absence; maintain program continuity and compliance + Serve as primary POC for Government officials and staff when acting for the PM + Oversee and manage program operations, personnel, deliverables, and reporting as needed + Respond to urgent operational, compliance, customer, or personnel issues during transitions in management + Support quality, safety, and contract adherence across all mission sites Required Skills and Abilities: + U.S. Citizenship and eligibility to obtain and maintain a NACI clearance and DoD Common Access Card (CAC) + Master's Degree in Second Language Acquisition, Cultural Anthropology, Cross-cultural Communication, Instructional Design, or related field; OR Bachelor's Degree in a related field (Foreign Language with teaching concentration, Second + Language Acquisition, Instructional Design, etc.) AND a minimum of FIVE (5) years adult education experience (PWS 1.6.12.2.1) + Minimum of five (5) years program or project management experience, including direct supervision of multi-disciplinary teams and program administration + Demonstrated experience in managing geographically dispersed, multi-site/region, education or language contracts or training programs + Strong leadership, organizational, and communication skills Language Proficiency Requirements: + Superior leadership, organizational, and communication skills + Must be proficient in reading, writing, speaking, and understanding the English language to effectively perform all contract duties. + Must possess strong verbal and written communication skills to interact clearly and effectively with colleagues, customers, and the public. + Must demonstrate the ability to communicate professionally in both spoken and written formats across diverse environments. + Must meet or exceed Interagency Language Roundtable (ILR) proficiency levels of L3/R3/S3/W3 (Listening, Reading, Speaking, and Writing). + Must be able to comprehend and respond to technical instructions, operational documents, and standard operating procedures written in English. Physical Demands and Work Environment: While performing the duties of this position, the IC is regularly required to talk, listen, and write. The IC frequently is required to use foot/ankle motions, hands or fingers, handle or feel objects, tools, or controls. The employee is required to stand, walk, sit; and reach with hands and arms. The IC must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this position include close vision, distance vision, and the ability to adjust focus. The noise level in the work environment is usually moderate.
