Summary This is an Air Reserve Technician (ART) position. ARTs are part of the regular career civil service and enjoy all the benefits granted to Federal employees in the competitive civil service. Responsibilities The primary purpose of this position is: As an Air Reserve Technician (ART) to administer, schedule, and conduct flight and ground training to develop upgrade, and evaluate the skills of air surveillance specialist/technicians (AST); and to provide instructors and flight examiners on instructor technique, student assessment, and training techniques; to perform aircrew duties as advanced air surveillance specialist (AAST) instructor in the unit type aircraft; and to perform related staff support duties. 1.Performs duties of Air Weapons Officer (AWO), Sensor Management Officer (SMO) or Electronic Combat Officer (ECO) to accomplish combat, combat support, training, and other missions. 2. Learns to serve as an air Battle Manager Instructor. Develops combat mission ready status in one on the following specialties: Electronic Combat Officer or Air Weapons Officer. Training received encompasses the full cycle of theory, formal classroom, and actual in-flight practice. Serves as mission aircrew member in the capacity of Electronic Combat Officer (ECO): Manages passive detection system (PDS) operations. 3. Plans passive detection system requirements to include extracting enemy order of battle from intelligence reports, coordinating data base updates with the MCC, SD, and ASO, determining external communications, and developing PDS inputs to identification plan. 4. Reviews mission tasking, intelligence, and weather information. Ensures aircraft and battle management command and control (BMC2) systems are preflighted, inspected, loaded, equipped and manned for mission. 5. Controls assigned joint weapons systems (kinetic/non-kinetic, air/space/ground/cyber), forces, functions, and effects. Commands crew, operates available sensors/BMC2 systems. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Supplement to Qualification Standards for Air Reserve Technicians (ART), approved August 2017. SPECIALIZED EXPERIENCE: No specific length of experience is required. The qualifications of Flight Engineer in the Air Force are directly related to the completion of prerequisite training rather than years of experience. Applicants for all positions must have logged the minimum number of hours indicated below in the performance of Flight Engineer duties. Applicants must have been qualified as Airborne Command and Control Officer (AWACS) within 8 YEARS of the date of application. Applicants for Airborne Command and Control Officer (AWACS) positions must be within the past 8 YEARS instructor or examiner qualified in the Mission Design Series (MDS). QUALIFICATIONS: Must have been awarded or qualify for a USAF Air Battle Manager rating and hold service aeronautical order. Minimum of 500 Total Military Flight Time and instructor qualified in a unit aircraft. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENTS FOR GENERAL SCHEDULE (GS) POSITIONS: Applicants must have served at least 52 weeks at the next lower grade level or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of AWACS command and control operations, procedures, regulations, and requirements. 2. Skill and ability to use automated equipment in the performance of weapons direction and control duties. 3. Ability to work in high-stress, quick reaction environment. 4. Ability to work as a member of a team. 5. Ability to communicate clearly orally and in writing. 6. Knowledge of instructional techniques and procedures and ability to conduct training of assigned weapons control duties. OTHER SIGNIFICANT FACTS: 1. Performs other related duties as assigned. This is an Air Reserve Technician (ART) position. The incumbent is required to meet and maintain Air Force Reserve requirements. Work schedule will be aligned to allow incumbent to fully participate in unit training assemblies (UTA). The incumbent's regular assignments are ART duties; however, the incumbent may be assigned some non-ART duties, generally not to exceed 30 percent of total responsibilities. 2. May be required to fly in commercial and military aircraft to perform temporary duty assignments. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
