This position is located within the Air Compliance Section at the Minnesota Pollution Control Agency (MPCA). This position serves as the Air Compliance Data Tracking Coordinator to manage multiple compliance determination and assistance activities for efficient, effective administration of the statewide air compliance reporting program. The incumbent completes and leads the review to ensure timely processing, evaluation, and follow-up of required state and federal routine compliance submittals and monitoring data submittals. The incumbent maintains this technical program and integrates their established knowledge of current rules, policies, and procedures related to air emission facilities to maintain and advance agency goals. The position directs implementation and process improvements of the program. They serve as the subject matter expert and lead administrator for Agency staff, regulated parties, consultants, and the public. They provide technical assistance as requested and proactively lead projects either upon their own initiative or at the request of Agency leadership. The position co-operates with other Agency programs, MNIT, and EPA to manage the use of the data for multiple purposes including assistance in maintaining the NEIEN ICIS Air Data Flow to US EPA.
**Minimum Qualifications**
Bachelor's degree in an environmental protection or related science area and two (2) years of professional-level environmental protection experience associated with determining compliance with environmental regulations and preparing, issuing, and oversight of enforcement actions and/or experience issuing permits OR
Three years of professional-level environmental experience as described above AND
Ability to manage multiple projects.
Understanding of the environmental regulatory process and state and federal rules.
Accomplished computer skills with proficiency in Word, Excel, Teams, Outlook, etc. as well as data-system entry and use.
Good communication and human relations skills to interact effectively with stakeholders and team members.
Valid Class D Driver's License.

**Preferred Qualifications**
Knowledge of state and federal regulatory framework and their applicability to air emission facilities.
Previous compliance and enforcement or related experience in a regulatory compliance position.
Previous experience processing and managing compliance reports or large volumes of routine submittals.
Strong communication and customer service skills including conflict resolution experience.
Understanding of complex technical processes and associated rules/regulations.
Adept knowledge of data systems and related reporting tools for effective utilization and tracking of data.
State and federal administrative procedures and rules and regulations relative to enforcement activities including Administrative Orders, Administrative Penalty Orders, etc. and litigation processes.
Ability to question, in written and verbal formats, regulated parities to better understand the reasons behind reported deviations and noncompliance issues and maintain an accurate and complete record of the inquiry.
Work effectively with people representing a broad spectrum of positions in business, government, and environmental groups.
Exposure to program management and/or continuous improvement projects.
**Physical Requirements**
Some infrequent lifting of sampling equipment and working out in the field in adverse weather conditions. Ability to conduct inspections at facilities which may involve climbing and/or stepping over obstacles.
**Additional Requirements**
This position requires successful completion of the following:
A driver’s license is an essential function of this position. This requires possession of an unrestricted Class D Driver’s License. The job offer is contingent on confirmation of a valid driver’s license AND a satisfactory driver's license record check. Requires a Class D driver's license: a single unit vehicle with a gross vehicle weight of less than 26,000 pounds. This is a basic driver's license. Operators may also tow vehicles/trailers as long as the gross combination weight does not exceed 26,000 pounds.
