ARTs are part of the regular career civil service and enjoy all the benefits granted to Federal employees in the competitive civil service. In addition, ARTs are required to maintain their active membership in the AF Reserve unit where assigned. ARTs receive on average one weekend of military training per month. Responsibilities The primary purpose of this position is: As an Air Reserve Technician (ART), assists and advises on the effective management and use of squadron resources to fulfill the aeromedical evacuation mission. This position is primarily responsible for the overall operational management of the squadron readiness, logistics, and operational activities. DUTY 1: Manages unit readiness and operations programs. Monitors/reviews readiness-training requirements, exercise planning, and aids in operational activities to include support of functions directly related to deployments. Processes, assesses, trains, exercises and deploys personnel and equipment to establish an AE system. DUTY 2: Provides deployment oversight for all individuals deploying in support of contingencies, either through mobilization or volunteerism, exercises or emergency sourcing requests from HHQ. Maintains an accurate listing of personnel to support AEF and other sourcing/taskings from HHQ. Assures accurate and timely information is provided to unit personnel on AEF requirements, Annual Tour and short notice emergency support opportunities. DUTY 3: Provides technical AET upgrade and proficiency training/instruction to assigned aeromedical aircrew members. Conducts initial qualification and mission course training, covering the full cycle of theory, formal classroom instruction, and actual hands on training for ground and flying instruction phases. DUTY 4: Coordinates the accomplishment of requirements involved with mission scheduling preparation, planning, and coordination. Assures various administrative and support coordination tasks such as scheduling, planning, aircraft support, base support of aircrew members, reviewing aeromedical flight crew information, ensuring compliance of Go/No Go process, identifying and taking action on non-mission ready items for aircrew members. DUTY 5: Evaluates and oversees the enlisted specialty training program to ensure enlisted personnel obtain the required AFSC skill level and appropriate Special Experience Identifier (SEI) or prefix. Coordinates with functional area managers and Unit Training Manager to ensure overall specialty training is in accordance with directives and is efficiently executed. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration and Program Series 0301. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes applying knowledge of operational management of readiness, logistics, and operational activities with an Aeromedical evacuation organization (to be creditable, experience you perceive must me meet the above quality level requirements. NOTE: Must be reflected in your resume. OR master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11. FEDERALTIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-10 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of AE operations, principles, policies, procedures and a comprehensive knowledge of support programs, concepts, practices, and requirements relative to Air Force operations, medical, and readiness programs and the knowledge in the special aeromedical equipment, aircraft systems as it pertains to patient care, and multiple aircraft systems are required for the assigned missions and knowledge of the types, capacities, and configuration of transport aircraft as it pertains to aeromedical evacuation; fundamental weight and balance factors related to special equipment requirements designed for AE airlift. 2. Advanced knowledge of the theory of basic medical concepts as they apply to non-standard situations. 3. Expert knowledge on emergency medical and aircraft equipment and oxygen requirements. 4. Knowledge for patient care, electrical systems, current flying directives, interpretation of loading plans, applicable technical publications, and egress and survival procedures and knowledge of theory of aerial effects directly related to medical care and treatment of patients and aircraft systems operations and knowledge of analytical investigative statistical and accounting-type data analysis tools and techniques to develop and present analytical findings in a clear, concise, written and oral format. 5. Skill in using a computer (a variety of software and hardware, i.e., word processor, spreadsheet, graphic presentations, e-mail), to aid in the performance of a broad range of diversified functions and the skills and abilities to prepare projects and staff reports and to deliver briefings to other senior staff members and management personnel at all levels. 6. Ability to plan, organize, and conduct training and information workshops and communicate effectively, both orally and in writing. CONDITIONS OF EMPLOYMENT CON'D: 1. This is an Air Reserve Technician (ART) position. Incumbent must meet and maintain Air Force Reserve requirements. The incumbent's regular assignments are primarily ART duties; however, the incumbent may also be assigned non-ART duties, generally not to exceed 30 percent of total responsibilities. Work schedules will be so aligned to allow the individual to function fully on unit training assembly (UTA) weekends. 2. Periodically, as prescribed by regulations, must take and pass written and in-flight standardization/evaluation examinations to include random no-notice evaluations. 3. Must obtain and maintain a mission ready status at the appropriate crew qualification level at a Universally Qualified AECM. 4. Completion of the Air Force Trainer-Certifier program is desirable. 5. Flight Examiner (FE) qualification is highly desired . PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience. This is an Air Reserve Technician (ART) position. ARTs are eligible for 15 days active duty tour each year for which military leave is granted with full civilian pay. Air Reserve units and members; are subject to immediate call to active duty in mobilization to meet a national emergency.
