The individual in this position will conduct legal and policy research, perform analysis on diverse and complex matters, provide legal advice, and produce written products for a variety of audiences and purposes related to contested cases, litigation monitoring, data privacy, and general compliance duties. The individual in this position will be responsible for acting as legal advisor and delegated decision maker to the Commissioner on contested cases and will be the lead team member on these matters. This person will work closely with the legal operations staff to ensure that contested cases are handled appropriately, and deadlines are met. The individual in this position will also provide legal counsel related to: 1) data privacy and compliance to Department-wide staff in order to minimize legal risk to the Department, and 2) administrative rulemaking in order to ensure the Department’s administrative rules are legally sound and the requirements under the Minnesota Administrative Procedure Act are met. **Minimum Qualifications** + JD degree from an ABA accredited law school; + Current license and in good standing to practice law in Minnesota; + One (1) year of experience in a leadership role; + One (1) year of experience with data privacy and security; + Five (5) years of experience as a practicing attorney (up to one year of which may be as a judicial clerk). Experience must demonstrate the following: + Experience developing legal strategies and providing legal advice to executive legal leadership. + Experience with the legislative process and federal and state laws. + Litigation experience, which may include direct litigation experience, judicial clerking, and case adjudication as a criminal, civil, or administrative law judge. **Preferred Qualifications** + Two (2) or more years of experience with the Minnesota Administrative Procedure Act; + Knowledge and understanding of licenses issued and regulated by counties and state agencies; + Experience planning and executing case management processes; + Advanced legal writing and plain language skills; and + Variety of experiences working effectively with others from different backgrounds and cultures. **Additional Requirements** REFERENCE/BACKGROUND CHECKS – DCYF will conduct reference checks to verify job-related credentials and a criminal background check prior to appointment.
