Job Description:

Purpose of the position:

The Administrative Assistant will provide high-level administrative, logistical, and operational support to the wider Project team to ensure the smooth execution of project activities.

The incumbent will provide administrative people and culture operations to support talent acquisition and management for the smooth take up and running of the Project by participating in planning and organizing project staff, maintaining and updating staff and project documentation, facilitating communication among on staff care and well, and handling logistical arrangements for meetings, workshops, and training sessions.

The position will support the effective implementation of the World Bank-funded project in compliance with donor regulations, World Vision International (WVI) policies, and national labor standards.

Key Outputs/Responsibilities:

Administration & Logistics (40%)

Organize project planning sessions and field schedules, conduct follow-ups on scheduled meetings and handles reschedules as may be necessary; Administer transport for project staff and equipment in liaison with admin and procurement; Coordinate meetings, appointments, workshops and international travels for staff and project beneficiaries as may be necessary;Maintain an efficient filing system for all project documents (electronic and hard copy).Prepare correspondence, reports, and presentations as required.Support travel logistics, per diem preparation, and accommodation arrangements for project team.Assist project procurement processes and ensure effective timely deliverables and compliance with the donor requirements;Administer project assets and update its register in adherence with asset management guidelines and donor standards;Assist in gathering requested documentation for audits or donor reports;Provide several People & Culture (P&C) and administrative support functions that keep the project running efficiently.

    
People & Culture (40%)

Organize recruitment processes for project staff including shortlisting, scheduling interviews, reference checks function; Support onboarding and induction processes for new project hires;Support the Project Coordinator to entrench partnering for performance cross the project team in line with P&C policies and processes;Maintain project staffing records and HR files in compliance with the Donor and WVI policies;Liaise with payroll and benefits partner to ensure staff are paid in a timely manner and receive the appropriate benefits;Track employment contract expiry dates and facilitate timely renewals or exit procedure; Perform audit and compliance functions on logistics, administration and P&C related matters including recruitment, employment contracts and payroll information;Continuously provide refreshers to enhance adherence to policies and procedures to grants and other assigned groups;Develop on-boarding plan for smooth communication and effective resource allocation, and implement orientation and on-boarding process for all assigned new staff;  Report timely on completion of compliance training modules, Labour Distribution Report (LDR), administration of all leave types, updated staff records, staff changes and movements, staff care initiatives and programs for grants and other assigned groups.      

Office Supplies and Procurement Support (20%)

Administer project office supplies and capture delivery note and invoices for onward processing by procurement and finance; Assist with taking inventory of office suppliers and checking availability;Assist with the implementation of safety and security measures across the project activities;Facilitate provision of PPE and staff Identity Cards to enhance safety protocols;Receive invoices from suppliers manually and send to accounts for payment;Consolidate requisitions for office supplies and stationery from project units for sourcing in provision.

Qualifications (Education/Knowledge/Technical Skills) and Experience:

Bachelor’s Degree in Business Administration, Human Resources Management, Industrial Psychology or related field;At least five years’ experience in human resources, organisational development, HR Information System or administration;A proven knowledge of HR Software’s will be added advantage.

Work environment:  Office based with frequent travel to the field.
