The Administrative and Legislative Drafting Program Manager provides leadership, management, and senior level strategic advice and direction regarding the drafting and procedural requirements of DPS’s administrative law initiatives, legislative initiatives, and statutorily required reports. Responsibilities include:
+ Develop, draft, and coordinate DPS’s strategic administrative law initiatives, including setting needs and -priorities that align with DPS’s plan, mission, values, and priorities.
+ Provide statutory drafting expertise of DPS legislative proposals to support agency-wide divisions and the legislative affairs team and advance the agency’s strategic priorities related to public policy improvement.
+ Develop robust community engagement activities to integrate key internal and external stakeholders into DPS administrative law development processes. **Hybrid Eligible:**
Employees may telework up to 50% or more, depending on the position and the needs of the division. Employees who live 50 miles or more from their permanent work location may be allowed to telework more than 50% with approval from the division director.

**Minimum Qualifications**
+ Five (5) years of experience drafting statutes, rules, regulations, or policy language that includes demonstrated ability to clearly advance public policy priorities.
+ Advanced knowledge of the rulemaking and legislative processes under Minnesota law.
+ Advanced written communication skills sufficient to produce clearly understood drafts of laws and rules in plain language.
+ Experience translating complex statutory requirements into understandable and workable rules or policy documents.
+ Outstanding oral and written communication skills.
+ Ability to work cooperatively with individuals from diverse backgrounds and underserved communities.
*A Bachelor degree in Public Relations, Public Policy, Political Science, Public Administration or closely related field may substitute for one year of experience
**Preferred Qualifications**
+ Master's degree or higher in Public Relations, Public Policy, Political Science, Public Administration, or closely related field.
+ Four (4) or more years of regulatory drafting experience, particularly working with the MN Revisor's Office or similar official statutory and regulatory publishing body.
+ Experience working with an agency with regulatory or public safety responsibilities.
+ Demonstrated leadership and experience in advancing rulemaking or legislative priorities with a large, complex, and diverse organization.
**Physical Requirements**
Very Light: Requires occasionally moving and transporting such articles as file folders and small tools. May need to maintain a stationary position for long periods of time while carrying out job duties.
