Job Overview

Location/Schedule: This position is located at our Woodland Park Health Center located in NE Portland, OR. The schedule for this position is Monday, Wednesday, and Friday, 8:30 a.m. to 5:00 p.m., Tuesday and Thursday, 9:30 a.m. to 6:00 p.m.

Program Description: The Addiction and Recovery Counselor works collaboratively in an interdisciplinary team environment, providing addiction services to assigned clients; including developing or assisting in the development of service plans tailored to each client’s needs, while supporting a Trauma Informed Care environment. With the high prevalence of trauma among individuals receiving mental health services, it is required the Addiction and Recovery Counselor understand the effects of trauma on health, coping, and other aspects of the lives of those we serve.  The incumbent will collaborate with internal and external resources to assure the best possible treatment for clients.  This position involves participation and implementation of program goals and objectives to promote a strengths-based, client centered approach to assisting clients in achieving individual goals.

Essential Responsibilities

Assess client needs and complete an Addiction Assessment.Integrate best practices into the day-to-day operations including; Harm Reduction, Trauma Informed Care and Motivational Interviewing.Participate in the development and implementation of client service plans utilizing established treatment models by assessing client behavior. Implement treatment plans utilizing established treatment models.Coach clients in setting their own goals and identifying realistic steps in order to achieve the goals.Evaluate the effectiveness of treatment plans and recommend alternate strategies as necessary.Be flexible and able to support fellow co-workers and ask for clinical support when needed.Work cooperatively in a team setting to coordinate continuity of care; coordinate with internal and external service providers.Facilitate both group and individual therapy, build relapse prevention plans, conduct family/support person sessions, and termination sessions.Perform UA sample collections weekly for clients, keeping in mind of chain of custody.Know and adhere to generally accepted treatment standards, departmental rules, company policies and terms and conditions of contracts or grants.Assist with training new staff.Document and maintain electronic health record (EHR) and ancillary records in a manner that assures compliance with all agency policies, program procedures and local, state, and federal regulations.  Maintain accurate and up-to-date documentation associated with billing, assessment, treatment, residents’ progress, consultation, contacts, and other activities as required.Respect and honor client rights and responsibilities and demonstrate professional boundaries and ethics.Assist in crisis situations as appropriate, following emergency protocols/procedures and coordinating with the treatment team with interventions which support a trauma informed environment for residents and staff.  Demonstrate responsibility for safety of clients, staff and property; possess familiarity with fire regulations and evacuation procedures.Understand and abide by federal regulation of Alcohol and Drug information, 42CFR Part 2 and HIPAA regulations for client confidentiality.Participate in all scheduled staff meetings, supervision sessions, and other departmental and agency meetings.Complete annual employee training requirements on a timely basis as indicated in the licensing requirements for the facility as well as agency requirements. Attend seminars, training and other educational opportunities in order to develop professional skills and abilities.Perform other duties as assigned.

Qualifications

Education:

An Associate’s degree or certificate in Addictions programming or related field.Must be at least a CADC applicant and eligible for a CADC I and obtain CADC within two years of applicant status.It is preferred that the clinician have a CADCI or CADCII.

Experience:

Knowledge and experience in working with clients involved with the Child Welfare System, gender specific populations, and clients coming from the criminal justice system preferred.

Specialized Knowledge, Skills and Abilities:

Understanding of strength based case management philosophies and strategiesUnderstanding of trauma informed servicesAbility to implement recovery model, motivational interviewing, and stages of changeAbility to operate computer hardware and software (including Electronic Medical Record software) at a level needed to effectively perform job functionsKnowledge of accepted treatment practiceAbility to enter data and retrieve data and to prepare simple reports

Other:

Knowledge of DBT and Seeking Safety curriculum for men and women.

Working Conditions

Environmental: Work is generally performed in a health center setting in an office environment. Operating hours are between 8:00 a.m. and 8:00 p.m., with 8-hour shifts.Mental: Meal periods and breaks are subject to interruption. Remaining aware and alert, is critical to detect and address escalated, potentially volatile situations. Universal precautions should be taken due to exposure to disease, biohazards, noise and contaminantsPhysical Demands: There are periods of time spent stationary at a desk for documentation, emails, virtual meetings and making phone calls. There is movement around the work space, between desks and treatment rooms. Use of keyboard is constant for entering data into the EHR and documentation and reports. Communication and the ability to convey information for therapeutic purposes is extensive. Must be regularly able to observe and recognize client behavior that is not always verbalized, recognize client ques. On occasion there may be use of stairs, stooping, transporting of paper or supplies. On occasion may need to run or move quickly to avoid crisis situations
