The Role:

 

Oxfam South Sudan is looking for a qualified South Sudanese National to fill the role of ACL Technical Officer to be based in Uror in Jonglei State.

 

What we are looking for:

 

We’re looking for a candidate who cares about Oxfam's mission to end poverty and is personally aligned to our feminist principles and values of empowerment, accountability and inclusion in all you do.

 

An ideal candidate for the role will also be / have:

Act as a focal person in liaising with the relevant technical persons, HR, Admin, Finance and Logistics in the programme to ensure timely implementation of the planned activities. Specifically act as ACL Technical focal point for programme activities, providing strategic guidance and building the capacity of the team to deliver the planned Food Aid and Livelihoods activities. Line manage staff that will be recruited to support the delivery of the Food Aid and livelihoods activities where need arises. Assist to carry out food security assessments and surveys amongst emergency affected populations and support to ACL Technical Team Leader on appropriate Food Assistance programming. Provide regular updates to Roving ACL Technical Team Leader on the overall food security and livelihoods situation, including areas of food access & availability, food aid, market access, coping strategies, livestock and agriculture. As part of an integrated team participating in appropriate staff meetings and contribute towards planning and proposal writing in order to provide clear objectives and establish indicators for monitoring and evaluating the broader Jonglei programme. Ensure the process of mapping targeted villages, beneficiaries’ identification and verification in collaboration with community/IDPs leaders, relevant local authority and partners in a transparent manner. Ensure effective mobilization & sensitization of community/IDPs & other key stakeholders on project implementation strategies. Ensure process and impact monitoring of ACL activities in collaboration with community/IDPs leaders at the field level. This includes supporting the ACL Monitors to conducting market and post distribution monitoring including data collection, entry and analysis. Ensure that all work is carried out in a way that is sensitive to community needs, gender and protection issues. In particular, to promote the full and equal participation of women in all aspects of the work. Ensure that relief food distribution and emergency livelihood inputs (seed, tools and fishing gear) activities adhere to the principles and rules of community-based targeting and distribution system. Provide effective training, support and supervision to ACL Monitors and communities on roles and responsibilities to ensure that programme deliveries adhere to CBPP principles, humanitarian sphere standard and agreed programme quality. Facilitate the establishment of mechanisms for community participation that will foster ownership and facilitate a smooth handover/exit process. Ensure effective communication systems are maintained between the food security/livelihoods team and other unit’s logistics, finance, WASH within the programme. Establish networks and actively engage in relevant food security-related and other coordination meetings in Lankien. Support the ACL Technical Team Leader as required.

Desirable:

Experience with ACL, food security, livelihood, community mobilization and protection are highly desirable Experience working in South Sudan is advantageous We offer:
