About the Indiana Criminal Justice Institute (ICJI): The Indiana Criminal Justice Institute (ICJI) is the State planning agency for criminal justice, juvenile justice, traffic safety, and victim services. The institute develops long-range strategies for the effective administration of Indiana's criminal and juvenile justice systems and administers state and federal funds to carry out these strategies. The Indiana Criminal Justice Institute is the designated State Administering Agency for Federal Department of Justice, Office for Victims of Crime, Office of Violence Against Women, and Department of Health and Human Services grants within Indiana. These sources of funding are the largest sources of funding for local entities and agencies that provide direct services to victims of crime, including domestic violence and sexual assault. Further, ICJI is responsible for coordinating and collaborating with local, state, and federal entities to identify, assess, plan, resource, and evaluate new and emerging issues facing the criminal justice and public safety spectrum. ICJI works with local, state, and federal entities to evaluate programs associated with the prevention, detection & solution of crimes; law enforcement, and criminal/juvenile justice, to improve and coordinate all aspects of law enforcement and criminal/juvenile justice. The agency evaluates policies, programs, and legislation designed to address these issues. ICJI is designated as the State Administering Agency for distribution of federal funds, and as the State Statistical Analysis Center for research About the Indiana Criminal Justice Institute (ICJI). Role Overview: As an accountant, you will oversee the portfolios for federal grants, including tracking funds and reconciling projects to ensure accuracy. Reconcile discrepancies and notify the appropriate department or supervisor of errors. Prepare and review reports for grant reconciliation for grant-funded projects. You will oversee procurement administration for the Indiana Criminal Justice Institute (ICJI), ensuring all purchasing activities align with Indiana Code (IC) 5-22, agency policies, and IDOA regulations. Create requisitions based on information provided by internal customers from various ICJI divisions, ensuring accurate and appropriate chartfield coding to include fund codes, departments, grants and projects. Source approved requisitions into purchase orders within the PeopleSoft Financial System in a timely and compliant manner and ensure internal customers and vendors are notified as needed. Coordinate with the Indiana Department of Administration (IDOA) to ensure all procurement activity is compliant with applicable rules, including the use of state quantity purchase agreements (QPAs) and sourcing thresholds. Maintain positive vendor relationships, monitor vendor performance, and assist with solicitation of quotes or competitive procurement processes when required. Maintain complete and organized procurement records in accordance with state audit standards, documenting purchasing decisions, approvals, and all relevant correspondence. Monitor and track procurement requests and statuses, responding to internal inquiries, resolving issues proactively, and escalating concerns, when necessary, with proposed solutions. Support monthly reconciliation and reporting for procurement-related financials and assist in preparation for audits or financial reviews. Salary Statement: The salary for this position traditionally starts at $53,222.00 but may be commensurate with education or work experience. A Day in the Life: The essential functions of this role are as follows: + Prepare, examine, and analyze accounting records financial reports to assess compliance with procedural standards. + Maintain or examine the records of government agencies. + Advise the appointing authority and/or controller of the status of all accounts. + Develop policies and procedures for general accounting and bookkeeping. + Oversee usage of the computerized accounting system. + Establish work methods and control measures for accounting/bookkeeping functions. + Certify the accuracy of the agency’s financial records and accounts. + Review reports for grant reconciliation for grant funded accounts. + Direct program staff in accounting matters relating to specific program funding. + Assist controller in budget preparation.
