GENERAL DESCRIPTION:
Prepare, process, review, approve and maintain accurate records of all department financial transactions to assure accuracy and transparency in all aspects of fiscal processing and reporting. The successful candidate processes fiscal documents on the State's WOLFS system for the Department, works closely with Department staff, vendors, and other state agencies to ensure compliance to the State of Wyoming's accounting practices by auditing documents for accuracy and providing guidance on proper reporting for fiscal documents. Responsible for accounts receivable for the department.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed in the job level.
+ Prepare and process all fiscal documents in the WOLFS accounting system, including cash receipts, payment vouchers, refunds, p-card transactions, requisitions, invoices, revenue and expenditure B-11 budget modifications, transfers, encumbrances, cancellations, and contracts.
+ Maintain all insurance department funds, accounts payable, and receivable; prepare and reconcile revenue and expenditure reports.
+ Report accurate federal financial aid records to state and federal agencies; assist with federal grant applications and reports.
+ Correspond with industry contacts and maintain company application files throughout the review process; issue certificate of authority upon application approval.
+ Maintain certificate of authority records of all insurance companies, update withdrawals, and other status changes.
+ Gather, compile, and evaluate fiscal data, including assessment and budget figures, as requested by insurance department staff.
+ Provide travel information and reservation assistance to coworkers.
+ Reply to industry, vendor, agency, and consumer telephone calls, written and electronic correspondence. Participate in agency planning for the next budget period by researching and compiling data utilized in agency budget preparation.
+ Maintain petty cash fund per established policy and procedures.
+ Ensure compliance with State of Wyoming accounting procedures.
Qualifications
PREFERENCES:
Preference may be given to applicants with the WOLFS accounting system experience.
KNOWLEDGE:
+ Knowledge of basic accounting and auditing principles.
+ Knowledge of Wyoming accounting and travel procedures and the WOLFS accounting system.
+ Ability to perform fiscal research; design, prepare and interpret reports.
+ Ability to work alone with little supervision.
+ Knowledge of Wyoming Statutes in regard to accounting and insurance company licensing.
+ Effective verbal and written communication skills.
+ Knowledge of State and Federal laws, rules, regulations, statutes
+ Skills in written and oral communication.
+ Skills in problem-solving.
+ Strong computer skills in Microsoft Excel and Word and the ability to learn new technology.
+ Organizational skills.
+ Ability to work independently.
+ Ability to research
MINIMUM QUALIFICATIONS:
Education:
Bachelor's Degree (typically in Finance)
Experience:
0-1 year of progressive work experience (typically in Finance) with acquired knowledge at the level of an Accounting Technician
OR
Education & Experience Substitution:
3-4 years of progressive work experience (typically in Finance) with acquired knowledge at the level of an Accounting Technician

PHYSICAL WORKING CONDITIONS:
+ Work performed in an office setting. Typically, the employee may sit comfortably to perform the work; however, there may be some walking, standing, bending, carrying light items, driving an automobile, etc.
