**Job Duties:**
This position performs difficult bookkeeping and financial record keeping operations and is responsible for the interpretation and compliance of existing policies and procedures relative to the accurate, complete and timely processing of accounts payable, payroll and business expenses for District 3.
**Minimum Qualifications**
+ Accounting and/or budget skills sufficient to reconcile differences between invoices, receipts, and purchase orders as well as estimating needs based on historical data and events affecting the account;
+ Accounting skills sufficient to calculate payroll and maintain complete and accurate payroll records;
+ Math skills sufficient to compute totals, averages, and percentages of numerical data to check or reconcile data;
+ Data entry skills sufficient to enter text and numbers into spreadsheets, and computer systems and applications;
+ Spreadsheet skills sufficient to update and maintain fiscal records;
+ Customer service skills sufficient to communicate effectively with internal and external customers.
**Preferred Qualifications**
+ Post-secondary education in Business, Accounting or Finance.
+ Knowledge and experience processing payroll in a large, complex payroll system, such as the state’s SEMA4 payroll system, MnDOT’s RCA computerized timesheet program or similar system.
+ Knowledge of different labor union contracts, MnDOT policies and procedures, Minnesota Management and Budget policies and procedures; Fair Labor Standards Act, Workers Compensation and the Family Medical Leave Act for payroll purposes.
+ Knowledge and experience processing Accounts Payable working in SWIFT, or other large accounting system.
