Description of Job About the Position: The R2 Access Unit reviews development proposals, including engineering studies and collaborates with CDOT Specialty Units and local agencies to develop and permit highway accesses to optimize highway safety and traffic operations. The Access Unit also prepares legally binding contracts for access to state highways, including any necessary highway improvements related to access. Training duties include but are not limited to: + Learn all federal, state, local, rules and regulations governing the Access Program; train to acquire expertise in access management and act as a resource and provide technical guidance to CDOT; + Assist in reviewing complex land use development plans and determine the impact of access proposals and access applications for conformance with state statutes, rules and regulations, and applicable policies and guidelines; + Learn to formulate special terms and conditions for the issuance of individual access permits in accordance with state statutes, rules and regulations; + Learn to collaborate with federal, state, and local officials, private interests, planning and zoning personnel, elected officials, consultants, property owners, attorneys, and CDOT staff to plan access for future development to accommodate land use needs and the Region's long-range transportation plans; + Assist in the creation of Access Control Plans for individual highways and learn to mitigate the possible negative impacts to traffic and public safety; + Compose and issue both written and verbal communication to appropriate parties in the explanation of all access proposal analysis, including permit approvals, denials, and possible design waivers; + Learn to verify the installation and construction of permitted accesses; perform field inspections; learn to direct changes and additions to meet unforeseen site conditions; + Continue to develop technical knowledge through specialized training in transportation planning, traffic operations, access management, real estate, and land use; stay up-to-date with current regulations, guidelines, and professional standards; continue training on new technologies and computer applications; + Perform other duties as assigned or required.
