**Summary:**
+ Reports to the Executive Director, Perioperative and Procedural Services with accountability to the Associate Executive Director of the Radnor facility and provides executive leadership for Penn Medicine Radnor Surgery Center including the Ambulatory Surgical Center which consists of 6 operating rooms, 4 endoscopy suites, and 36 prep and recovery bays. Oversees operations as well as helps coordinate strategic program building. Drives business development initiatives for Penn Medicine Radnor by identifying business opportunities and growth strategies with entity Senior Leadership and directors. Responsibilities include pinpointing and implementing ways to improve physical and operational planning, assess business risks by analyzing market, financial, statistical and economic data. The Administrator is responsible for the overall administrative and financial operations of Radnor Surgery Center (RSC).
+ Acts as a liaison between the physicians, staff, and the governing body. Carries the primary authority and responsibility for the total daily operation of the RSC, including the direction of the financial and clinical services; overseeing the implementation of and/or revision of all policies; evaluates opportunities for revenue enhancement and expense control; assures that all policies, procedures, standards of care and staff comply with applicable State and Federal regulatory requirements; develops and implements annual marketing strategies to increase utilization of the RSC; and performs as a role model for guest relations to ensure that the staff provides courteous, respectful, and personalized patient experience. This position is responsible for ensuring the continued financial viability of The Radnor Surgery Center while providing a high-quality.
**Responsibilities:**
+ Responsible for the overall clinical and financial operations and has primary authority and responsibility for the total daily operations of the Radnor Surgery Center.
+ Responsible for the financial operations of the Center. This includes working with the HUP Executive Team to develop annual capital and operational budgets, reviews charges and makes updates to charges based on competition and managed care contracts, reviews monthly budgets, identifies variances and develops strategies to keep budget on track and maintain a cost effective and efficient Center, prepares monthly statistical and financial reports for the HUP Executive Team as appropriate and continually evaluates opportunities for revenue enhancement and prepares detailed recommendations for the HUP Executive Team.
+ Provides daily leadership for and ongoing surveillance of all RSC non-clinical staff and activities, scheduling, billing, registration and financial management, oversees all HR functions and activities including recruitment and retention.
+ Represents the RSC to the HUP Executive board, HUP Board of Trustees, CPUP Leadership, CPUP DOOs and other UPHS stakeholders and provides regular updates and report outs to these committees on a quarterly basis.
+ Enforces block allocation for 6 operating rooms and 4 endoscopy suites and prepares daily schedules of 36 Surgeons and 15 Endoscopists in accordance to block allocation, finds coverage for physician vacations and service days, manages scheduling volumes per provider.
+ Engages all practice administrators, managers, administrative assistants, and schedulers in consistency of scheduling procedures and filling time allocations consistent with the Ambulatory Principles of Practice.
+ Works closely with surgeons to determine equipment needs, instrumentation gaps, supply requirements and capital requests.
+ Manages emergency situations and the safe transfer of care of a patient in an emergency situation.
+ Directs and participates in new staff orientation program as relevant.
+ Prepares internal financial statements and periodic reports to highlight operational activity, financial performance and other measures of Center functioning.
+ Provides Operational Committees with financial summary information, highlighting important trends
+ Prepares efficiency reports and holds individuals accountable for on-time starts
+ Ensures that all statutory and regulatory requirements are met, including continued licensure and accreditation, financial, employment and other State or Federal regulations. Lead all licensure surveys, communicate with DOH, develop plan of corrections for citations, maintain documentation required for licensure, ensure compliance with Knowledge link and other mandatory education, prepare Ensures that employees are aware of and maintain licenses and certifications needed to comply with such regulations and/or RSC policies, procedures and standards of care and ensures continued employee education and compliance. Maintains a working knowledge of Federal, State, Local laws and/or regulations as they pertain to ambulatory surgical centers.
+ Serves as point of contact with state and federal regulatory and accrediting body personnel.
+ Oversees periodic reporting to state and federal entities (e.g. HC4, Medicare)
+ directs or carries out required PA-PSRSreporting.
+ Collaborates with Managed Care Office when negotiations for third party payer contracts occur
+ Develops and manages all vendor contracts for the RSC to ensure all products are approved and pricing is within the health system pay scale. This includes transfer agreement between Penn Medicine and MLH, implant consignment agreement, vendor/ product agreements.
+ Represents the RSC on the HUP Patient grievance committee. Investigates “complaints” and “grievances” and takes appropriate action to assure that complaints are resolved appropriately.
+ Contributes to RSC’s QAPI effort and assists in design and implementation of projects, particularly those involving patient care, patient and staff safety.
+ Work across all service lines that exist in the facility including CPUP and hospital operations leadership in executing a patient centered experience around scheduling and registration, including patient check-in/registration
+ Build strong relationships with physicians, creating forums to gain better understanding of local and regional referral patterns, needs of the Radnor community, and operational challenges of the facility that cross departments/floors/entities.
+ Oversee patient flow throughout facility and facilitate strategic growth initiatives.
+ Create and maintain a culture that promotes collaboration, integration and innovation and is focused on providing a superior experience for patients, providers and staff. Communicate patient satisfaction efforts and metrics to staff and faculty on a regular basis and spearhead efforts to improve performance in meeting and exceeding patient expectations.
+ Establish and direct a governance structure that ensures appropriate engagement of all critical stakeholders, including physician leadership. This may include:
+ Executive Governance Committee- oversee market strategy, clinical program development, ongoing investments, and space allocation.
+ Facilitates all RSC Clinical Operating Committee meetings, sets the agenda in conjunction with the Director of Nursing and Medical Director, takes minutes at the meeting and distributes meeting minutes as appropriate, acts as a liaison between the Medical Staff, HUP Executive Team, HUP ASF Coordinating Committee, Clinical Operating Committee and the employees of the Center, Infection Control Committee, Quality Assurance Performance Improvement (QAPI) Committee, Patient Safety Committee - implement infection control plan for surgery center in collaboration with HUP IC, establish programs for continual surveillance and improvement plans, develop reports and graphs that show needs for improvement and monitor outcomes.
+ Evaluates strategic growth and marketing opportunities within the surrounding community and works with executive leadership and CPUP leadership to implement new programs and case types to the RSC.
+ Acts as liaison between the RSC and the Interventional Support Center (ISC) to ensure instruments are delivered, assembled, sterilized, and available for daily surgical case volume.
+ Collaborates with Materials Management and the ISC to evaluate and implement an inventory management system that contributes to case costing analyses. Responsible for review of new supplies and equipment. Manages all supply inventory at the RSC and coordinates with the ISC and Materials Management so that the correct supplies are available for all operative and endoscopy procedures.
+ Coordinates with vendors to ensure that the appropriate materials are present at the RSC on the day of surgery to safely care for patients.
+ Oversees Surgery Center charge capture, monitors reimbursement, pre-certifications for procedures to ensure that appropriate payments are received.
+ Prepares and executes three separate budgets for Endoscopy staffing, Surgery staffing, and supplies at the RSC.
+ Responsible for ensuring a patient and customer focused care delivery model that builds the Penn Medicine brand in the local community and regionally.
+ Develops annual marketing strategies to increase utilization at the Center, meets with the physicians on a regular basis to identify their needs and resolves all complaints in a timely manner.
+ Analyzes new demands resulting from the introduction of new procedures and/or equipment and makes recommendations to the HUP Executive Team.
+ Performs as a role model for guest relations to ensure that the employees treat the customers with actions that exemplify high levels of customer service.
+ Promotes the professional development of all staff including self and provides opportunities for staff to obtain assistance in specific areas of development, complies and supports all personnel policies and establishes effective work environment, provides leadership and direction to employees.
+ Works with UPHS leadership, clinical leadership, and Entity leadership in developing programs, services and initiatives to anticipate future customer needs, build customer loyalty and generate profitable growth.
+ Continuously communicates to staff the importance of patient satisfaction, quality of care, and sound financial performance and champions our successes and priorities for improving performance in meeting and exceeding patient and customer expectations.
**Education or Equivalent Experience:**
+ Bachelor of Arts or Science (Required)
+ Education Specialization: Healthcare administration or related field Equivalent Experience: •And 5+ years' Experience within healthcare, preferably perioperative services with some management experience.
