This position provides technical leadership, support and to the Heath, Safety and Environmental (HSE) initiatives at the site, being responsible for regulatory and corporate HSE compliance for the site, tracking and trending data necessary for the safe operation of Seishin and site HSE improvements.  This role focuses on execution of key initiatives regarding cultural evolution of the Site safety program, and other site and global safety and environment programs. They do provide support to supervisors on ensuring safe work conditions and supports investigations, classifications and HSE CAPA program.  In addition, this position works closely with the Seishin Flow Team.

Responsibilities/duties:

Active participation at the HSE Lead Team and key site Safety commiteesPreparation, tracking, trending and CAPAs related to HSE KPI, including HSE metrics for the siteSafety and Environmental Performance Monitoring / Trending / AnalysisSite HSE Plan execution and HSE management system executionParticipate in site governance structures to assure HSE culture is strongIntegration with HSE corporate function and other sites for learning and alignmentLead and/or Support Safety Teams (Area and Aspect)Ensure compliance with Local and Corporate HSE RegulationsDeliver Site and Corporate HSE Initiatives / ProjectsDrive the site safety culture and promote well beingCoach and advice site leaders on safety mattersCollaborate with first line leaders on appropriate safety engagement and oversight through safety walkthroughs and safety gembaCollaborate with the Engineering function on Contractor Safety Programs, Energy Safety Programs, Electrical Safety Programs, Equipment Safety Programs and Environmental ProgramsCollaborate with the Operations team and QC team onLead site ergonomic improvementsConduct Investigations for Safety and Environmental eventsDeliver HSE education programs

Knowledge and skills needed to fulfill duties:

Bachelor’s degree Strong Communication Skills: English and Japanese (written/verbal)Ability to influence the organization at different levelsAbility to establish and maintain effective working relationships with internal and external clients.Obtain Safety Manager qualifications through appropriate trainingObtain Fire Prevention qualifications through appropriate training (Fire Protection Administrator Qualification)Obtain hygiene management qualificationsKnowledge of chemical properties, particularly health-impacting material propertiesKnowledge of electricity, machinery, and technologyKnowledge of HSE laws including the Industrial Safety and Health Act and the Firefighting Act and other applicable laws and regulationsKnowledge of ISO14001

From the perspective of employee well-being and productivity, Lilly has established a commuting distance and time limit policy. Specifically, the maximum allowable commuting distance is within 90 km and commuting time should not exceed 90 min from candidates nearest station to the workplace using the cheapest public transportation route. If candidates live further away than the above range, they will generally be required to relocate to a location within commuting distance (rented company housing may be provided).
